Tom Foley's House service encompassed a period of momentous change in Congress and in the U.S. A participant in much of this history, he shows himself in this book to be a keen observer and analyst as well. He and his co-author Jeff Biggs, who served as Foley's press secretary and thus can contribute first-hand observation as well have produced a book that anyone interested in the Congress or in questions of representation should read.
An ingenious hybrid of third-person biography by Biggs interspersed with reflections by Foley, their account illuminates how much and in what ways the House has changed and how this has affected majority party leadership and the legislative process. It is also a fascinating account of a smart and decent man's highly successful political career, of his involvement in the movement to reform the House, his rise up the political ladder, his attempt as Speaker to maintain old norms of civility in an increasingly partisan chamber, and his ultimate failure to win reelection. In both guises, the book is informative, perceptive, and sometimes very funny. Foley is a great raconteur.

Tom Foley was a rare leader in the turbulent politics of the American twentieth century. He led a fractious House of Representatives with dignity and a quiet strength not always appreciated by irascible members. He was an unusually civil politician in an increasingly uncivil arena. Tom not only recognized the importance of serving his constituency, but on occasion cast votes which he strongly felt were right yet knew were not popular with his constituents. He writes in the book, "If I hadn't taken at least one vote a term that jeopardized my job, then I was maybe going down the slippery slope." Many of today's politicians who precede every major decision with polling don't understand this fundamental test of political leadership.
