Preface to the English Edition
This work is a reedition of a volume that appeared initially in Spanish under the title El Banco de Avo de Mxico: El fomento de la industria 18211846 (Mxico: Fondo de Cultura Econmica, 1959). For over a decade, until the last copies disappeared from the publisher's inventory, scholars and students in Mexico and selected readers in the United States turned to it for information about the political economy of Mexico's Early Republic. The decision to issue an English edition of this work is premised on the belief that new generations of readers, especially those interested in the developing world, might profit from a volume that was not written to prove or disprove a particular theory of development or underdevelopment, but rather to find out, on the basis of archival research, why and how a newly independent state, born into an era of international and domestic tensions, made the economic policy choices it did. An examination of the factors that shaped policy making in independent Mexico, and of the obstacles that confronted its attempts to translate policy into practice might provide insights into the postindependence problems that have confronted recently emancipated states, no matter what the century or the continent.
This English-language edition differs only in minor respects from the earlier Spanish edition. The principal changes occur in chapter 12, where certain observations about the cotton textile industry have been adjusted to embody the results of newer research. However, in order to enable the reader to place this book in the context of what has been published on the Early Republic since the Spanish edition, a postscript has been added in the form of a historiographical essay that examines writings that have appeared since 1960 on the economic history of that period.
