FOREWORD
The first International Management Congress was convened in Prague in 1924 by Thomas Masaryk, President of Czechoslovakia, and Herbert Hoover, later President of the United States, to explore rapid advances in the emerging field of management science. Twenty-one countries were represented at this historic meeting, which brought together more than 800 leaders in the management field. A second Congress was held in Brussels the following year, at which Henri Fayol outlined principles which were to govern the emerging discipline of modern management for two decades.
The momentum generated by these events led to the founding in 1926 of the Conseil International pour l'Organisation Scientific (International Council for Scientific Management), or CIOS. Its mission was to promote the interchange of management knowledge and experience in industrialized and developing countries throughout the world. CIOS has since become known as the World Management Council, and serves as the international clearinghouse for the latest advances in the field of professional management. In many countries, the World Council was responsible for the creation of national management organizations and institutes.
Today, 44 countries are represented in CIOS through national management organizations and professional associations. Through its member organizations, the World Council promotes professional training and development programs and has encouraged the development of regional and national codes of management ethics. CIOS also has close working ties to a number of international bodies, including the United Nations and
