Preface
This book seeks to fill a large gap in the history of the formation of Israel's foreign policy during the 1950s. The existing literature does not deal systematically with the strategic aspects of Israel's relations with all three Western powers the United States, Britain, and France during this period. With few exceptions, previous studies have focused either upon Israel's relations with only one power over a more limited period of time or upon specific issues in Israel's foreign and defense policies. Furthermore, there is no study of Israel's policies toward the United States, Britain, and France during the 1950s based upon archival material. This work is based upon recently declassified documents released in the archives of Israel, Britain, and the United States. Such material makes feasible a hitherto impossible analysis of both the debate over and formation of Israeli policy. Thus in addition to a large number of documents of the Foreign Ministry in the Israeli State Archives, access is now available to the diaries of David Ben-Gurion and Moshe Sharett, the protocols of meetings of the Central, Foreign Affairs, and Political Committees of Mapai (the largest and dominant party in the Israeli political arena), and the archives of Ahdut Ha'avoda and Mapam (smaller parties to the left of the moderate socialist Mapai). In some cases, such as that of negotiations between Mapai and Ahdut Ha'avoda and Mapam over the formation of the government in 1955, only the archives of those parties can afford insight into the direct connection between ideology and party politics and the formation of Israeli foreign policy.
