The Brookings Institution
The Brookings Institution is a private nonprofit organization devoted to nonpartisan research, education, and publication in economics, government, foreign policy, and the social sciences generally. Its principal purposes are to aid in the developent of sound public policies and to promote public understanding of issues of national importance. The Institution was founded on December 8, 1927, to merge the activities of the Institute for Government Research, founded in 1916, the Institute of Economics, founded in 1922, and the Robert Brookings Graduate School of Economics and Government, founded in 1924.
The Institution maintains a position of neutrality on issues of public policy to safeguard the intellectual freedom of the staff. Interpretations or conclusions in Brookings publications should be understood to be solely those of the authors.
Lincoln Institute of Land Policy
The Lincoln Institute of Land Policy is a nonprofit and tax-exempt educational institution established in 1974. Its mission as a school is to study and teach land policy, including land economics and land taxation. The Institute is supported by the Lincoln Foundation, established in 1947 by John C. Lincoln, a Cleveland industrialist. Mr. Lincoln drew inspiration from the ideas of Henry George, the nineteenth-century American political economist and social philosopher.
By supporting multidisciplinary research, educational and publications programs, the Institute brings together diverse viewpoints to expand the body of useful knowledge in three key areas: land use and regulation, taxation of land and buildings, and land values and property rights. Our goal is to make that knowledge comprehensible and accessible to citizens, policymakers and scholars, to improve public and private decisionmaking.

Preface
Gated communities have attracted much attention from the media and generated much controversy. For those who live behind the walls and those who oppose the walls, the topic of gated communities is a troubling issue. For residents of gated communities, the current state of urban America justifies their selecting a neighborhood for the security it provides; for opponents of gated communities, sealing off neighborhoods and creating walled enclaves further fragments our fragile social and economic fabric.
Gated communities are not merely another form of residential settlement. They are part of a deeper social transformation. In many respects, the gates are a metaphor for the social processes at work in the nation's political and social landscape. As with many social issuesimmigration, affirmative action, abortionthe debate over gating will not be settled by a book, an article, or piles of data. This book reflects on the broad issues that gating represents. It sharpens the focus on complex issues: private versus public rights and responsibilities, and the practice of community.
