FOREWORD
The Study of International Fisheries Research (SIFR) is one of the most comprehensive studies attempted in fisheries research. It is also an excellent example of how effective interagency cooperation can be in dealing with great challenges when there is consensus on the objectives and a willingness to overcome the obstacles that are bound to be encountered.
More than a hundred scientists from different disciplines and geographical areas and a large number of people from both developing and industrial countries have been consulted in the preparation of the study. Our sincere gratitude goes to all those who have made this unprecedented accomplishment possible.
The documents that have been produced in the studythe main report (A Study of International Fisheries Research) and the technical papersrepresent only the end of a phase; the real task is about to begin. The implementation of the SIFR's recommendations will provide an opportunity for sustained cooperation among agencies. For both industrial and developing countries, it will be an opportunity to show a willingness to accept the challenge of new strategies in the rapidly changing world of fisheries.
