Preface
This report is based on the findings of a sector mission that visited Chile in october 1991 and on subsequent reports prepared by its members. The mission included:
DAVID VETTER (MISSION LEADER, LA4IE);
MARIO ROTHSCHILD (LA4IE);
TIM CAMPBELL (LATIE);
WILLIAM DILLINGER (TWURD); AND
MATS ANDERSON (CONSULTANT).
The sections on health and education are largely based on the preliminary work of Donald Winkler's (LATPS) study on decentralization in LAC. Ahmad Jamshidi (consultant) prepared and analyzed the consolidated municipal accounts. Benjamin Darche (consultant) analyzed the requirements for long-term borrowing by municipalities. The following Chilean consultants analyzed municipal financial data or conducted case studies: Nelson Herrera, Ignacio Irrarazabal, Carlos Lopez, and Patricia Veragnon.
Mr. Vetter prepared the final report based on this earlier work with the assistance of Omar Hayat, Illeana Kure, and Michael Tannen (consultants).
James F. Hicks (EMTIN) was peer reviewer. James Hanson (LA4DR), Paul Levy (LA4CO), and Heywood Fleisig (LACCE) provided valuable comments.
We thank the national, regional, and municipal officials as well as the representatives of non-governmental entities who generously gave their time and assistance during our mission.
