This book uses a specific area of public policy, decentralization (descentralizacin), to analyze the distribution of governmental power in contemporary Mexico. Although Mexico was once recognized for the stability of its strongly centralist one-party political system, events since the mid-1980s have raised expectations that it will successfully decentralize in response to the demands of its ever-changing political environment. Increasingly, these demands have clustered around issues of political empowerment and democratization.
