The study of the political economy of development in India is significant as India has emerged as one of the fastest-growing countries during the last three decades and the rate of economic growth and poverty reduction have not been matched in Indias subnational states. Although the Union Government has introduced and implemented several economic reforms since 1991 to enhance the economic development, the results of implantation have varied.

Governance and Development in India compares two Indian subnational states, Andhra Pradesh and Bihar. The book does not consider the state as an aggregate entity; rather, it disaggregates the state relationally and spatially. Concentrating on the micro-institutional variables and the role of regional elites, the author investigates the political roots of the divergence of development trajectories among Indias subnational states since liberalization, as an essential aspect of the political economy of development in India. The book explores the black box of the multi-layered state of India and interactions among the Central Government, the states, regional leaders and other stakeholders and explains why the regional leaders have pursued divergent economic strategies using the analytical narrative research method and the subnational comparative research method.

Firmly based on the theoretical foundations of the neo-institutional rational choice model of governance, polycentric hierarchy theory and the strategies for regional elite strategy analysis, combined with empirical research, this book is a valuable contribution to the fields of comparative political economy, state politics in India, governance and development in developing countries, and South Asian comparative politics.

This book comparing the divergent developmental trajectories of the Indian states Andhra Pradesh and Bihar is an important addition to the comparative literature on the political economy of Indian states. India presents substantial subnational diversity, pregnant with possibilities for comparison. Differing developmental outcomes persist within subnational state structures in the framework of the same constitution in a country governed by one parliament. Indias rich diversity presents developmental outcomes whose characteristics range from Ukraine to Sub Saharan Africa. In terms of per capita income (purchasing power parity), Tamil Nadu resembles Ukraine, Andhra Pradesh is similar to Cape Verde, and Bihar lands us in Sub Saharan Africa. Seyed Hossein Zarhani queries the substantial question: what produces this developmental diversity within the same political system.
The book presents a thoroughgoing review of the governance literature. The variety of views around which the term governance revolves, reveals that state capacity is only one of the strands in the governance literature. The central theme of this book is state capacity. It interrogates the question, what produces the capacity within the subnational state in India to grow more or less successfully?
Indian was a federation even before the economic reforms of 1991. The policy changes undertaken by the government in July 1991, constituted a watershed in the economic history of India. These reforms favoring the private sector and globalization accelerated the federalization of the economy and gave plentiful powers to chief ministers of every state. After 1991, the most significant investment decisions lay with the subnational states in India. If the state was favorable toward the private sector and engaged the global economy, it could produce globalized information technology hub in the city of Hyderabad. Special economic zones could be successfully launched in Andhra Pradesh and Tamil Nadu, whereas West Bengal struggled with acquiring industrial land for entrepreneurs. In Bihar, governance favoring growth declined in the 1990s until chief minister Nitish Kumar came to power in the new millennium.
