Eu Environmental Policies in Subnational Regions: The Case of Scotland and Bavaria: summary, description and annotation

This title was first published in 2001: Despite the fact that environmental directives are one of the strongest areas of policy decreed by the EU, it has a much poorer record when it comes to actual implementation of these policies. Instead of focusing on the traditional state-centrist accounts, this book compares two subnational regions within the EU, Scotland and Bavaria, and their role in the policy process. The author offers a multi-layered implementation map which highlights three main government layers involved in the filtering process and identifies various formal and informal determinants which shape EU environmental policies during the process. The book not only compares implementation performances between the two regions and their respective states, but also compares the regions processes against the national processes, thereby exposing determinants that would otherwise remain undetected. In doing so, it confirms that subnational regions feature determinants which differ in many respects from national determinants and influence the effectiveness of EU environmental policies. The book contributes to a better understanding of the implementation deficit and presents a more refined picture of the EU environmental policy reality.

I would like to thank my former doctoral supervisor Elizabeth Bomberg for her invaluable advice, guidance and encouragement in completing this research. I am indebted to Stephen Ingle and the staff of the Politics Department, University of Stirling, who supported me immensely throughout my research. I am also grateful to my examiners Susan Baker and Eric Shaw who provided me with most helpful comments. I would also like to thank the Carnegie Trust, the Politics Department in Stirling and the Department of Politics and International Relations, University of Aberdeen, for their support and funding of research visits without which I could not have completed my research. My thanks go also to the editors of Ashgate Publishers who have given me the opportunity to publish my doctoral thesis. Needless to say I am most grateful to the numerous interviewees in Brussels, Scotland and Bavaria who have been very patient and helpful with my enquiries. Their contributions are very much appreciated. Of course, any errors that still remain should not be associated with any of the names just mentioned. They are entirely my own.
Finally, I would like to thank my husband Gerry and my family in Berlin for their amazing support and interest in my research.
