Foreword
This book analyzes the economic transformation of the South, with emphasis on the 1970s. The main transformation has been from a heavy reliance on agriculture and marginal manufacturing industries to a much greater diversification and occupational upgrading of industry. The industrialization promoted by what the authors call the South's de facto industrial policy varied by the characteristics of various places, which the authors organize into four categories: SMSAs, smaller urban areas, rural white counties, and the black belt.
The large SMSAs, like Atlanta, Dallas, Houston, and Miami, have been the "stars of the sunbelt." These areas have prospered and their industrial and occupational mixes have come to resemble those of major non-Southern cities. These SMSAs are the region's communications, transportation, and financial hubs. They also contain almost all of the South's high tech industries. Despite their advantages, these large cities have a host of problems especially occupational segregation by race and sex, decaying manufacturing industries, and the growth of lower-wage service jobs. These maladies are not, however, unique to the South.
