Foreword
As individuals who have had the dual honor of claiming Sar Levitan as friend and serving the working men and women of America as Secretaries of Labor and Commerce, we commend the editors and publishers of this appropriate volume. Each of those Levitan friendships preceded by many years our cabinet roles, Wirtz and Dunlop beginning with Korean Wage Stabilization and Kreps, Shultz, and Marshall from service together on the National Council on Employment Policy from the mid-1960s, Dunlop sharing the latter connection and Wirtz being the original target of the council's advice.
Each of us was therefore fully aware of Levitan's perceptiveness. We long admired his objectivity, sometimes mixed with a touch of irascibility. We were impressed, though occasionally momentarily irritated, that friendship was never allowed to taint that objectivity. That objectivity could remain unsullied from even a whisper of special treatment; he insisted upon being foundation-supported and resisted any offer of public funding. Levitan shared the devotion to the well-being of American workers, which is the Department of Labor's raison d'etre, as well as the economic development role of the Department of Commerce. He was a strong advocate of DOL and Commerce programs, but he was an equally strong critic when he felt that performance was less than it might be.
We learned that he was not only our friend but that his friendship network extended throughout our entire departments, as well as in departments concerned with education, health, and human services. It was rare for information in which he had an interest to be beyond his reach. And if that information could be used to improve programs' performance, one could be assured that it would appear in a Levitan publication or congressional testimony where his contacts were also legionalways fair but always forthright, whether positive or negative. That forthrightness was occasionally irritating to those closest to program operation and responsible for the status quo, but it was of great value to a cabinet officer often challenged to obtain objective reporting and appraisal from within one's own organization. The fact that, though long-time friends of each other as well as Levitan, we served in administrations of both parties and were never treated differently by him is adequate testimony that no punches were ever pulled nor kudos given for partisan purposes.
The world was better for Sar Levitan having been in it and suffers to the same degree from his absence. We commend his life as an example to anyone who would become a productive and selfless public servant, whether from

inside or outside the governmental establishment. We trust that this book will serve as a reminder to old friends and an inspiration to those who come anew to devote hearts and minds to the world of social policy.

Preface
A Festschrift usually honors a living scholar toward the end of an outstanding career. But what to do for one who refuses during his lifetime? We urged Sar Levitan to do an autobiography of his life and times. We offered to write it for him or do a biography if he would tape record his memoirs. We suggested an endowed professorship or trust in his name. But he was intent on leaving nothing behind with his name on it, though he could hardly bury his extensive bibliography. Despite his protests, we intended to do a biography after his death, but the unanticipated death of his wife almost immediately after removed a vital source of information. Having just decided to abandon the project, we were rejuvenated when at the January 1995 meetings of the American Economic Association and the Industrial Relations Research Association Trevor Bain proposed to Allan Hunt of the W.E. Upjohn Institute for Employment Research and then to us a Festschrift in Levitan's honor.
