Toward the end of the 1970s major changes seemed to be working in the American political system. Even more important, curiosity was high whether a long-awaited critical election would follow the pattern set by the elections of 1860, 1896, and 1932, and would effect a fundamental realignment in U.S. coalition politics. In response to these questions, the institute published Emerging Coalitions in American Politics in the spring of 1978, edited by Seymour Martin Lipset. In that book, twenty-two political scientists and others experienced in government and politics grappled with what seemed to be a fluid situation, and many drew up scenarios on how, and under what circumstances, each of the two major parties might design a strategy for building a majority political coalition.
The 1980 election made a sequel to that book inevitable. Ronald Reagans overwhelming (and, to many, surprising) electoral victory raised the question of whether it would prove to be criticalthat is, fundamentally realigning. For this new volume, Professor Lipset used certain chapters from the older book without revision, particularly those covering electoral history. Othersthose by Broder, Polsby, Clubb, Schneider, and Laddwere updated, and a number of new articles were added, including major chapters by Patrick Caddell and Richard Wirthlin, the respective pollsters of Jimmy Carter and Ronald Reagan.
The purpose of this study is not solely to look back at the 1980 election, though there is much of that. It is also to look ahead as the Reagan administration moves into its presidential term, and to examine options and prospectswhere the future may leadtoward the 1982 midterm elections and beyond. Since politics is the science of influencing governmental policy while, at the same time, being influenced by it, the chapters in this new book should give readers insights and perspectives from which they may observe the current unfolding presidential administration.
