The origins of this book lie in Fordham Researchs work for local authorities. However, they included concerns that went a good deal wider than our work. We did not have any strong preconceptions as to what our conclusions would be. We did have a feeling that the present system is not very efficient, a view which has been strengthened by our subsequent investigations.
We have concluded by recommending a wholesale change to the technical structure within which housing policy evolves. In some cases we have suggested a structure where currently there is none, but in other cases we have suggested a revision of the present mechanism. Our comments necessarily cover a wide range. As a result, there are undoubtedly many details which are not resolved. However, we believe that the broad structure of our suggestions is sound.
A good deal of statistical analysis has been included to illustrate and shape our discussion. Considerable detail is provided, but not at the working level. We do, however, retain all the detailed analyses which lie behind the results quoted.
The book has evolved in a collective way. Much debate was involved on the key aspects, and the result is a joint effort by the fulltime staff of Fordham Research. We are grateful to Paul Reeves, Chris Marsh and Marek Sikorsky for specialist contributions, and to Christine Whitehead for valuable comments on an early draft. The text was finalised in late 1997. We much appreciate the permission of the councils involved in letting us use the database provided by their surveys.
