This is an important contribution to a well-established literature. It is written at exactly the right moment to serve as a guide for those trying to make sense of nuclear weapons continued political currency and their role in shaping todays global political order.
Rachel Bronson, President and CEO, Bulletin of the Atomic Scientists
This is the first book on global nuclear order to speak directly to both the classroom and policy community. It draws out academic debates around nuclear order and how they might matter for our understanding of the impact of nuclear weapons on world order.
Nicola Leveringhaus, Kings College London, UK
In her new book, Sara Kutchesfahani guides her readers through the nuclear age and international efforts to constrain and manage the most devastating weapon ever used. Because understanding the past is essential for moving into a less dangerous future, emerging nuclear experts and future policy-makers are a particularly important audience for this book.
Susan F. Burk, Former Special Representative of the US President for Nuclear Nonproliferation with the rank of Ambassador, 2009-12
Global Nuclear Order
This book examines the importance of global nuclear order, emphasising the importance of perspective in our understanding of it, and its significance in international politics.
Addressing a gap in existing literature, this book provides an introduction to nuclear weapon states and their relationship with the global nuclear order/disorder paradigm. it explores four main themes and aims to:
  • 1Conceptualise the dichotomous paradigm of global nuclear order/disorder;
  • 2Outline the different phases of global nuclear order/disorder from 1945 to present;
  • 3Address the Nuclear Non-Proliferation Treaty (NPT) and the wider international nuclear non-proliferation regime;
  • 4Provide an overview of every nuclear weapon states national nuclear doctrines throughout the years.
The book will be of much interest to students of nuclear proliferation, global governance, security studies, Cold War studies, foreign policy and IR, more generally.
Sara Z. Kutchesfahani is a Senior Policy Analyst at the Center for Arms Control and Non-Proliferation. She holds a PhD in Political Science from University College, London, and wrote Politics and the Bomb: The Role of Experts in the Creation of Cooperative Nuclear Non-Proliferation Agreements (Routledge 2013).

The poem above written by one of Persias finest poets captures the spirit of the main message of this book: that perspective matters. In particular, there are always at least two sides to consider before any definitive judgement can be made. What can seem one way from one perspective can equally be viewed as entirely the opposite from another. So, from my perspective, the above poem may be translated as:
Assume that whatever there is in the world, is not
Think that whatever there isnt in the world, is.
Often, the beauty of words and their deeper meaning may be lost in translation. Therefore, it is my sincere hope that my translation does it justice.
This book would not have been possible without the overwhelming support I received from many individuals. Of course, I alone am responsible for any inaccuracies and weaknesses contained in what follows. Time is such a rare commodity, making me doubly appreciative to all those listed who invested their precious time in helping me along the way.
The inspiration behind this book came from an undergraduate class I taught at the University of Georgias School of Public and International Affairs in Fall 2014 on International Perspectives on Nuclear Non-Proliferation. Seeing the motivation and the excitement of the students inspired me to keep teaching that class, allowing me to refine my conceptualisation of global nuclear order, and offer it at the graduate level. To that end, I am grateful to the many students that sat through this class from Fall 2014 Fall 2016 and offered excellent feedback throughout. And, speaking of students, there are five students in particular that I would like to extend special thanks to: Verena Costa, Jordan Jones, James Siuzdak, Kevin Steele, and Bobby Wetherington. All five deserve special mention since they diligently compiled the research required for the country profiles provided in .
The intellectual support came not only from the students and class discussions alluded to earlier, but also to the tranquillity of the British Library in London, and to a number of dear friends. First and foremost, I am grateful to Dr Lihi Ben Shitrit for many reasons, including her friendship, her counsel, her patience (not only towards me, but in reading drafts of the book), and in really encouraging me to turn my ideas behind global nuclear order into a book. Equally, I am privileged to acknowledge Ambassador Susan F. Burk, Dr Rachel Bronson, Dr Nicola Leveringhaus (ne Horsburgh), Mark Schanfein, and Professor Nick Wheeler for reading the manuscript, either in parts, or in whole, and for providing excellent edits, thoughtful questions, and constructive feedback, making the arguments presented in the book that much stronger. In a similar vein, I would also like to acknowledge my colleagues at the Center for Arms Control and Non-Proliferation in Washington, DC, who, in the few short months that I have been there, have gone out of their way to really make me feel part of their team. Finally, I would like to thank Andrew Humphrys, Bethany Lund Yates, and their editorial team at Routledge/Taylor & Francis for their help throughout the writing and production process.
