Foreword
ASEAN marks its 50th anniversary in 2017. Founded in 1967 at the height of the Cold War, ASEAN was conceived by Indonesia, Malaysia, the Philippines, Thailand, and Singapore as a collective response against threats to peace and development of our region. Against the odds, ASEAN not only survived, but thrived, with regional peace and the enormous economic progress of the original founding states being self-evident. ASEAN subsequently added Brunei, Cambodia, Laos, Myanmar, and Vietnam to its ranks. Today, Southeast Asia is a region of peace, prosperity, and stability. ASEAN has become a vibrant, inter-connected economic community of 630 million people with great prospects for the future.
Consequently, ASEAN is a key pillar of Singapores foreign policy. It enlarges our political and economic space, providing us access to expanding markets and opportunities. Over the years, regular interactions amongst ASEAN Leaders and officials have built personal rapport, expanded cooperation, broadened engagement, and deepened mutual understanding. This has created a conducive environment for regional countries to maintain peace and stability and resolve differences peacefully despite our great diversity. Our pioneer generation of leaders, diplomats, civil servants and private sector understood ASEANs value and worked tirelessly to deepen integration and interdependence between ASEAN Member States, while ensuring that Singapore remained relevant and credible. Their good work continues to be carried out by the current generation.
From my personal experience attending ASEAN meetings over the past 15 years, I have benefitted from the exchange of ideas, cultures, and friendships which the region has to offer. I have witnessed how the interests and concerns of Member States are amplified internationally when ASEAN speaks with one voice. ASEAN is also capable of summoning a spirit of unity which is unparalleled. Even when faced with the thorniest of issues, leaders and officials work tirelessly to find common ground, and achieve agreement by consensus. This is not a trivial undertaking, given the diversity of the region we sit in.
This book is a meaningful endeavour to celebrate ASEANs values and achievements, and to help Singaporeans gain a better appreciation of ASEAN. It is a treasure trove of experiences, lessons and memories, which will hopefully give you some insight into the growth and development of ASEAN, as well as the significant contributions that Singapore and Singaporeans have made to ASEAN. I am happy that Ambassador-at-Large Tommy Koh, Sharon Seah at the National University of Singapores Centre for International Law and Chang Li Lin have taken the opportunity of ASEANs 50th anniversary to persuade such a varied and distinguished group of Singaporeans who have served the ASEAN cause, to share their reflections through this book.
While 50 years is but a blink of an eye in human history, ASEAN has achieved much that we can be proud of during this time. I hope that you will enjoy the potpourri of tales and adventures that this book has to offer.
