This first comprehensive examination of U.S. relations with Namibia offers a critical analysis of the economic and historical determinants of current U.S. policy in southern Africa. Dr. Cooper first traces American ties to Namibia dating from the 1700s, documenting an extensive commercial interest in the area prior to German colonization. Subsequent chapters on U.S. relations with German and South African administrations substantiate his contention that U.S. policy has contributed to the continued subordination of Namibia in the 20th century. Despite official protests by the U.S. government against the occupation of Namibia by South Africa and an official policy since 1970 of discouraging trade with the occupying regime, Dr. Cooper's account reveals that over 100 U.S. corporations continue to trade with Namibia--often in violation of international sanctions. (Each company is identified and a complete description of its activities in Namibia is provided.) The study shows that American policymakers have consistently offered contradictory views of U.S. commitments in southern Africa, and the discussion of interlocking directorates and other linkages among corporate directors and policymakers demonstrates the integrative components of commercial and political interests involved in shaping U.S. foreign policy.
