Public Health Policies and Priorities in Europe
Walter Holland, Elias Mossialos and Govin Permanand
Introduction: Health and the European Union
The health of most of the populations of the developed world has never been better. Powles has dealt comprehensively with the historical changes and developments in disease, and attempted to relate these to changes in social and other environmental factors. While recognising that the relationship between disease and economic/social development is complex, he cites several factors as having provided the basis for this change in disease occurrence. Among others, he points to the development of professionally applied public health measures, increasing maternal literacy, and the socialisation of children to now accept as normal the historically stringent norms regarding personal cleanliness. In particular, he concluded that ideological and lifestyle-related changes within society; the cultural incorporation of counter-measures against the negative effects of economic progress; and the crucial role played by modern hygiene in addressing issues pertaining to early life survival, are fundamental reasons for this underlying improvement in the health of the developed world.
