About the Book and Editors
This book analyzes East-West economic and political relations in the context of the policies of the major Eastern and Western countries. The authors, a group of international scholars, examine the potential use of East-West trade as an instrument to influence Eastern policies, and they assess the effects of U.S. unilateral imposition of embargoes and sanctions against the Soviet Union and Eastern European countries. They conclude that although East-West economic relations suffer during times of increased international tension, trade between them is an important stabilizing element.
Reinhard Rode is a senior research fellow at the Peace Research Institute in Frankfurt. Hanns-D. Jacobsen is a visiting fellow at the American Institute for Contemporary German studies at Johns Hopkins University.

There is a clear need for a reassessment of East-West economic relations following the Afghanistan sanctions imposed by President Carter in 1980 and the Euro-American gas deal controversy of 1982. The first question in any such reassessment must be whether, in contrast to the 1970s when East-West trade and entente were blooming, the 1980s will be a decade of tension and decay in East-West business. While there is also a clear need to sort out the political and economic processes at work in East-West economic relations, it must be recognized that given their inherent complexity a single, generally applicable delineation between economics and politics is simply not possible. The task of making a political reassessment in the mid-1980s would therefore, necessarily overtax a single author. For this reason the editors elected to invite contributions from a number of colleagues.
In order to analyse all the relevent issues, including the policies of the major countries involved, and to do so in good time, it was necessary to draw on the work of colleagues outside of the Federal Republic of Germany. It was in addition the intention of the editors to make use of the wide range of expertise that exists in the field of East-West economic and political relations, which meant going beyond the confines of a single discipline. Indeed the issues considered are such that expertise in economics and political science is required. The subject matter, lying as it does at the center of the East-West conflict, also represents a challenge to the peace and conflict research field.
Interdisciplinary and comparative research of experts from various institutes is still more of an exception than a rule despite the need for precisely such an approach in a number of fields. The editors were therefore gratified by the enthusiasm with which the researchers involved agreed to cooperate. The various contributions were intensively discussed and prepared for publication at two conferences, one in May 1983 in Frankfurt and one in October of the same year in Berlin. With regard to the respective contributions, the editors considered it advantageous to have a division of labor on the country studies, with the chapter on the Federal Republic being written by an American colleague and the chapters on the United States written by European authors. The results show that this not only helped to illustrate the Euro-American controversy over East-West trade policy but also to guarantee the necessary mixture of distance and engagement.
Despite the participation of 18 authors it was still necessary to deliniate the field of study. As the project concentrated on East-West economic relations within the broader East-West conflict, it was possible to leave aside Japan and the People's Republic of China. In the economic field the East-West conflict is still largely a Euro-American affair, in which the Soviet Union can be considered in its role as a European power.
