The editors
Wolfgang Biermann (D), PhD, has been heading the Danish-Norwegian Research Project on UN Peacekeeping (DANORP) at the Copenhagen Peace Research Institute (COPRI), Denmark, since April 1994. Since 1998 Wolfgang Biermann is adviser to the Norwegian Human Rights House Foundation, Oslo, Norway. While currently on leave, he has since 1981 been International Security Adviser to the leadership of the Social Democratic Party of Germany (SPD).
Lt. Gen, Martin Vadset , retd.(N), is DANORP's Senior Project Adviser. He has served in UNIFIL (South Lebanon) as Deputy Force Commander, and from 1987 to 1990 he was the Commander of United Nations Truce Supervision Organization in the Middle East, During the latter period he led on behalf of the United Nations Secretary-General Fact Finding and Special Delegations to Cambodia, Iraq and Iran.
The authors
Yasushi Akashi (J), UN Under-Secretary General, is Head of the UN Department of Humanitarian Affairs and Emergency Relief Co-ordinator. He has served as the Head of the UN peacekeeping missions in Cambodia and in the former Yugoslavia, where he was the Special Representative of the Secretary-General. Mr Akashi has also served his government as Ambassador at the Permanent Mission of Japan to the United Nations.
Carl Bildt (S), is Chairman of the Swedish Moderate Party (Conservatives) and former Swedish Prime Minister. He served as the High Representative for Peace Implementation in Bosnia from January 1996 to June 1997 and was Co-chairman for the EU at the International Conference on the former Yugoslavia (ICFY), June to November 1995.
Col. Cees van Egmond (NL), belongs to the Royal Netherlands Marine Corps since 1969. He is both a marine and a naval aviator. He has served at the UN Department for Peacekeeping Operations (DPKO) in New York,
responsible for Planning and Support (1993-97). He was battalion commander in Operation Provide Comfort in Northern Iraq after the Gulf War in 1991. On a national basis he was involved in the planning for Cambodia (UNTAC) and the former Yugoslavia.
Halvor Hartz (N), is UN Co-ordinator in the Norwegian Ministry of Justice. He served in UNPROFOR as CivPol Chief of Staff.
Hans Hcekkerup (DK), is Minister of Defence, Denmark, since 25 January 1993. He graduated with a Master's degree in arts and economics from the University of Copenhagen in 1973. Hans Haskkerup was elected Member of the Danish Parliament in 1979 and held, until his appointment as Minister of Defence, several memberships in committees related to Foreign Affairs and Defence.
Soren Bo Husum (DK), is a captain in the Danish Army. He served in former Yugoslavia as UN Military Observer (UNMO).
Col, Howard F. Kuenning (US), is Chief of Special Programs/Policy & Plans AFSOUTH. He was Chief of Staff of the UN Preventive Peacekeeping Operation in Macedonia.
Gen. Bertrand de Lapresle (F), is the Governor of the Institution of Les Invalides in Paris. He was adviser to the High Representative for the Civilian Implementation of the Dayton-Paris Agreement and former Cochairman of ICFY, with Carl Bildt, and served as Force Commander UNPROFOR from March 1994 to March 1995. Prior to that he was Commander of the French Rapid Reaction Force.
Jean-Philippe Lavoyer (CH), is Legal Adviser to the International Committee of the International Red Cross (ICRC) at its headquarters in Geneva. Between 1984 and 1994 he served in many field missions in Somalia, Afghanistan, Iraq, Kuwait and the Arabian Peninsula.
St en Martini (DK), is Director of the Psychoiogical Department of the Danish Armed Forces Centre for Leadership.
Lt. Col. Jan-Dirk von Merveldt (UK), is Chief Public Relations Officer of the British Forces in Germany; he was UN Military Press Spokesman in Sarajevo in the former Yugoslavia.
Sadako Ogata (J), is United Nations High Commissioner for Refugees since 1991. Prior to that, she held several public positions, among which Chairperson of the Executive Board of UNICEF (1976-78), Independent Expert of the United Nations Commission on Human Rights on Myanmar (1990), and Representative of Japan on the United Nations Commission on Human Rights (1982-85). Mrs Ogata also held several teaching posts among which Dean of the Faculty of Foreign Studies at Sophia University in Tokyo from 1989 until 1991.
Brigadier Andrew Ridgway (UK), is Director of Operational Capability at the British Ministry of Defence. He was Commander of the 7th Armoured Brigade and UNPROFOR Sector South West.
Gen. Sir Michael Rose (UK), former Adjutant General of the UK Army, was Commander UNPROFOR in Bosnia-Herzegovina.
Lt. Gen. J.M. Sanderson , AC (AUS), is Chief of the General Staff of the Australian Army and Commander Joint Forces Australia. He was Commander of the Military Component of United Nations Transitional Authority in Cambodia (UNTAC).
