Uncovering the Territorial Dimension of European Union Cohesion Policy
Despite the non-territorialised strategic goals of the EU 2020 Strategy, the long-term aim of EU Cohesion Policy to promote harmonious development of the European territory social, economic and territorial cohesion remains a central goal of achieving a more cohesive EU territory.
This book examines the territorial dimension of EU Cohesion Policy, specifically assessing territorial impacts at the various spatial levels, engaging theoretically and empirically with the notion and role of the territorial dimension within a strongly fragmented EU policymaking process, and examining more generally EU Cohesion Policy as the main driver of the EU territorial development process. It provides an updated and fresh theoretical discussion on the precise meaning of the territorial dimension of policies and the relatively recent EU policy-evaluation technique, known as Territorial Impact Assessment (TIA). Assessing the history, relevance, efficiency and effectiveness of these procedures, it presents several empirical findings on the implementation of specific territorial-focused and place-based financial instruments, as part of the Territorial Agendas and the EU goal of achieving a more integrated, territorial approach.
This text will be of key interest to scholars, students and practitioners of patial planning and cohesion policy, European sector policies and European spatial planning, and more broadly to European and EU studies/politics, regional economic geography and public policy.

Kai Bhme is Director of Spatial Foresight GmbH. He specialises in European regional and territorial research and policies, international comparative studies in the fields of regional development policies, spatial planning and territorial impacts of sector policies. He has a truly European background and considerable experience in policy advice at the European and national level as well as in the management of international applied research and consultancy projects.
Gordon Dabinett is Professor of Regional Studies in the Department of Urban Studies and Planning at the University of Sheffield. He is a Fellow of the Academy of Social Sciences, an Honorary Vice-Chair of the Regional Studies Association and a chartered member of the Royal Town Planning Institute. He has a particular interest in exploring the idea of spatial justice and how government policies can promote fairer and inclusive urban development. He has been involved in research and consultancy studies for local, regional, national and EU organisations, and has presented at European Regions and Cities Open Days as well as at symposiums in the United States, Turkey, Australia, Taiwan, South Korea and Japan. He has also been an adviser to a number of EU INTERREG projects and the ESPON research programme, and has recently been a member of the UN HABITAT Expert Group on Urban and Territorial Planning.
Martijn de Bruijn is a spatial planner educated in the Netherlands under Adreas Faludi. From 2013 until 2015 he was seconded to the Directorate-General for Regional and Urban Policy. Here he worked on the territorial approach in the 201420 period of Cohesion Policy and was closely involved in the drafting of guidance and discussions with Member States and regions. He notably coordinated a study that collected examples of successful place-based approaches in the 200713 period and co-authored a report on scenarios for Integrated Territorial Investments. Currently, Martijn works for the spatial planning department of Flanders.
