This cross-national treatment of the foreign policies of Northern EuropeDenmark, Finland, Iceland, Norway, Swedenis organized by substantive policy areas rather than by country, thus allowing most-similar-case analyses of several dimensions of the countries' international relations. The authors make comparisons among the countries in each area of investigation and present details of security, international development, and neighborhood and foreign policy processes. They also describe and explain international and domestic forces that shape the region's external policies. The combination of sound, empirically based data and attention to broader international and theoretical interests allows relevant comparisons with other advanced industrial states.
Bengt Sundelius, a native of Sweden, is associate professor of international studies at Bradley University. In 1980-1981 he was visiting research associate at the Swedish Institute of International Affairs, Stockholm. He is the author of Managing Transnationalism in Northern Europe (Westview Press, 1978) and several articles on European affairs.

Introduction to North European Foreign Policies

Three basic ambitions have guided the work on this volume about North European foreign policies. Primarily, we hope that this collection of papers will prove pedagogically useful and will help disseminate knowledge about the North European countries. Secondly, the essays represent a limited but concerted effort to improve our substantive comprehension of foreign policy behavior. We also hope the book will be theoretically interesting and relevant to the broader field of foreign policy studies.
As a student and teacher of North European affairs working in North America, I have been struck by the lack of good teaching materials. Works in English are often very specific in their orientations, being the end product of a dissertation or other scholarly research. Generally, these studies are of limited use as introductions to the problems of the area, but the more general surveys available too often focus on only one country and do not directly lend themselves as introductions to the entire region. This lack of comprehensive introductory texts is particularly regrettable, as outsiders often instinctively view the area as a unit. Their interest, previous knowledge, and need for additional training pertain to the North European or Scandinavian region as a whole. Those who teach comparative political analysis also find it difficult to take advantage of the many enriching examples available from the North European region.
One of the ambitions of this project is to help fill the present gap in available pedagogical tools. This is attempted by making available to an international reading audience a volume addressing an important dimension of North European affairs in a cross-national, comprehensive manner.
Each chapter in this book is an original contribution and was commissioned especially for the volume. We hope that teachers and students will find the collection of papers useful and informative. Although the domestic arena is left relatively untouched, students of Scandinavia should be able to place each country's international position and relations in perspective after reading these overviews. Similarly, students primarily concerned with specific types of foreign policy, and only secondarily with Scandinavia, should profit from the reviews of the North European policies. We hope that this book, in a limited way, will alleviate the widely perceived need for additional education materials in this field. It may also stimulate colleagues to address other aspects of North European developments in a similar fashion.
