Chapter 1
Masaya Kobayashi is Professor of Comparative Politics and Political Philosophy in the Department of Law and Economics, Chiba University. His major academic concern is clientelism, along with / and public philosophy such as communitarianism and republicanism. He has published numerous books (in Japanese), including Political Clientelism: A Preface to Japanese Political Studies (2000), Philosophy of No-War (2003), Discussing Maruyama Masao: Subjective Invention, Fascism, and Civil Society (2003, ed.), Critical Public Philosophy against War: Law and Politics in theAnti-Terrosim World War (2003, ed.).
Chapter 2
Donatella della Porta is Professor of Sociology in the Department of Political and Social Sciences at the European University Institute. Her main research interests concern social movements, political violence, terrorism, corruption, police and policies of public order. On these issues she has conducted investigations in Italy, France, Germany and Spain. Among her publications on political corruption are: Lo scambio occulto (1992); Corruzione politica e amministrazione pubblica (1994, with A. Vannucci); Dmocratie et corruption en Europe (1995, ed. with Y. Mny); Corrupt Exchanges (1999, with Vannucci); Un paese anormal (1999, with Vannucci); Corrupt Exchanges (2002, ed. with S. Rose-Ackerman).

Alberto Vannucci is Professor of Political Science in the Faculty of Political Science, the University of Pisa. Among his publications on corruption are Corruzione politica e amministrazione pubblica: Risorse, attori, meccanismi (1994, with D. della Porta); Il mercato della corruzione: Il meccanismi dello scambio occulto in Italia (1997); Corrupt Exchanges (1999, with D. della Porta).
Chapter 3
Susan Rose-Ackerman is the Henry R. Luce Professor of Law and Political Science at Yale University and holds a Ph.D. in Economics from Yale. She is the author of Corruption: A Study in Political Economy (1978) and Corruption and Government: Causes, Consequences and Reform (1999) as well as numerous articles on a wide range of topics in political economy. Her most recent book is From Elections to Democracy: Building Accountable Government in Hungary and Poland.
Chapter 4
Ariyoshi Ogawa is Professor of European Politics at the Faculty of Law and Politics, Rikkyo University. He has published numerous articles and books on the European Union and Scandinavian politics, mostly recently: Cooperation Experiences in Europe and Asia (2004) and Reconstructing Multiethnic Societies (2000). He has edited two books (in Japanese): The EU and its Member States (1999) and Access to Regional Studies (Vol. II): Recasting Advanced Democracies (2004).
Chapter 5
Junko Kato is Professor of the Graduate School of Law and Politics at the University of Tokyo. She is the author of The Problem of Bureaucratic Rationality: Tax Politics in Japan (1994) and Regressive Taxation and the Welfare State: Path Dependence and Policy Diffusion (2003). She has published articles in the American Political Science Review, British Journal of Political Science, Comparative Political Studies, Electoral Studies, and Party Politics, among other journals.
Chapter 5
Carol Mershon is Associate Professor in the Department of Politics at the University of Virginia. Her books include The Costs of Coalition (2002) and Italian Politics: Ending the First Republic (1994, in English; 1995 in Italian, ed. with G. Pasquino). She has published articles in the American Political Science Review, American Journal of Political Science, Journal of Politics, Comparative Political Studies, and Comparative Politics, among other journals.
Chapter 6
Zenichiro Tanaka is Professor of Political Science in the Graduate School of Decision Science and Technology at Tokyo Institute of Technology. His main interest is in contemporary Japanese politics. He is the author of Political Leadership in Post-war Japan: How the LDP Rule Japan? (1981, in Japanese); Dramaturgy in the LDP Presidential Elections (1986, in Japanese). He has just published a book titled General Elections in Japan 19462003 (in Japanese).
Chapter 7
Junichi Kawata is Professor of Political Science in the Graduate School of Law and Politics, Osaka University. He specializes in political culture, civic education, and media politics. His publications include Comparative Politics and Political Culture (1989, in Japanese), Introduction to Modern Politics (1992, in Japanese, ed.), Party Factions (1996, in Japanese, ed. with T. Nishikawa) and Handbook of Political Psychology (2003, in Japanese, ed. with Y. Araki).
