Written with clarity and timely relevance, Dane Eglis Beyond the Storms is a very useful book on how the United States should respond to the natural disasters and various acts of terrorism that loom in our future. The author spells out a new pathway to national resilience in the face of disaster, using models and extended case studies to establish thoughtful and effective standards of response. In these historic times of extreme weather and national security complexities, I highly recommend the reading of this unique work.
There will never be a complex public policy crisis presented to this nation that can be resolved by a single government agency, a single private-sector firm, or a single nongovernmental organization. Hurricane Katrina and the Deepwater Horizon oil spill were not outliers. The complexity of our world is increasing exponentially, and the intersections of the natural and built environments are converging in ways that multiply the severity of impact in times of disaster. In the same manner, the intersection of powerful economic states, crumbling nation states, surging ethnic groups, fundamentalist religious groups, terrorist organizations, and transnational criminals (including cybercriminals) are converging and interacting in the global commons.
Traditional notions of political, social, economic, and cultural frameworks are changing in ways not seen before in modern history. Concepts of national sovereignty, the production of public and private goods, the functioning of capital markets, and, perhaps most important, the ability to identify and allocate the cost of risk are in a state of flux. Long-established norms for dealing with national crises are being challenged by the emancipation and ubiquity of information, the creation of new forms of value-added virtual innovations, and lightning-fast advances in earth, life, and data sciences that are not the property of governments.
In the face of these changes, it is clear the authorities, capabilities, capacities, competencies, or relationships of any single public or private agency are inadequate to mount a whole-of-government response or solve the problem independently. Now is the time to assess what we have learned in the early years of the twenty-first century, from Y2K to Fukushima to Superstorm Sandy. The United States needs to begin a new discussion that challenges our understanding of preparedness, disaster management, and functional resilience.
Beyond the Storms inspires that discussion by reintroducing basic theories of public goods, collective action, risk, and critical infrastructure resilience as a means to create not only a cause for action but a road map for action. It is a short work, but it is long on thinking about how to deal with the complex and inevitable problems of the future. We must recapture the desire to do hard things together, and this consequential work begins that process.
