This volume grew out of an international conference held at the University of California, Los Angeles, in June 1993. The editors and contributors wish to thank the United States Institute of Peace, which provided the basic grant which made this conference possible; and both the University of California Institute on Global Conflict and Cooperation (IGCC) and the University of California, Los Angeles Center for International Relations (CIR) which provided administrative support and additional financial assistance.
