Los Angeles, California
This volume grew out of an international conference held at the University of California, Los Angeles, in June 1993. The editors and contributors wish to thank the United States Institute of Peace, which provided the basic grant which made this conference possible; and both the University of California Institute on Global Conflict and Cooperation (IGCC) and the University of California, Los Angeles Center for International Relations (CIR) which provided administrative support and additional financial assistance. In particular, IGCC and CIR directors Susan Shirk and Richard Rosecrance were assiduous in their support and encouragement. We are also especially grateful to Stanley Sheinbaum for his encouragement, guidance, and advice.
The editors wish to thank Deborah Gerner, Brigid Starkey, and Victor LeVine for their comments on early drafts, IGCC Managing Editor Jennifer R. Pournelle for her backing and assistance, and Matthew Maxwell for manuscript preparation. The volume could not have been completed without them. We are also grateful to David Estrin of Garland Publishing for his vision and enthusiasm, which facilitated completion of the task.
