The concept of Westview Replica Editions is a response to the continuing crisis in academic and informational publishing. Library budgets for books have been severely curtailed. Ever larger portions of general library budgets are being diverted from the purchase of books and used for data banks, computers, micromedia, and other methods of information retrieval. Interlibrary loan structures further reduce the edition sizes required to satisfy the needs of the scholarly community. Economic pressures on the university presses and the few private scholarly publishing companies have severely limited the capacity of the industry to properly serve the academic and research communities. As a result, many manuscripts dealing with Important subjects, often representing the highest level of scholarship, are no longer economically viable publishing projects--or, if accepted for publication, are typically subject to lead times ranging from one to three years.
Westview Replica Editions are our practical solution to the problem. We accept a manuscript in camera-ready form, typed according to our specifications, and move it immediately into the production process. As always, the selection criteria include the importance of the subject, the work's contribution to scholarship, and its insight, originality of thought, and excellence of exposition. The responsibility for editing and proofreading lie with the author or sponsoring institution. We prepare chapter headings and display pages, file for copyright, and obtain Library of Congress Cataloging in Publication Data. A detailed manual contains simple instructions for preparing the final typescript, and our editorial staff is always available to answer questions.
The end result is a book printed on acid-free paper and bound in sturdy library-quality soft covers. We manufacture these books ourselves using equipment that does not require a lengthy make-ready process and that allows us to publish first editions of 300 to 600 copies and to reprint even smaller quantities as needed. Thus, we can produce Replica Editions quickly and can keep even very specialized books in print as long as there is a demand for them.

The scarcity and rapid depletion of water in one of the world's driest regions continues to be a major determinant of the domestic and external policies of the major actors in the Middle East. Israel, Jordan, and the West Bank will have exhausted virtually all their renewable sources of fresh water by 1995 if current patterns of consumption are not radically altered. This study examines the hydrological, historical, legal, and strategic dimensions of water problems in the Middle East and discusses their implications for the future.
Thomas Naff is director of the Middle East Research Institute of the University of Pennsylvania. Ruth C. Matson is assistant to the director and is the editor for the Middle East Research Institute.

Normally, it would appear anomalous to claim that a collective research project such as this one "belongs" to any single member of the research team. But, in this instance, Ruth Matson, the Editor and Assistant to the Director of the Middle East Research Institute, stands forth as a true exception. This pilot study can indeed be said to "belong" to Ruth.
It was her inspiration, persuasion, and persistence that mobilized and engaged us in the problem. It was Ruth's fierce gentleness firmly applied, impervious to our churlish puns about "water on the brain," that overcame all inertia and kept us at work whenever her unblinking eye caught us slacking off. It was her own industry, her ranging knowledge and critical standards, that made us dig ever deeper and check our facts ever more carefully especially this Principal Investigator - if we showed signs of compromising. To Ruth Matson this volume must be dedicated. She earned it - "the old fashioned way."
In the end, Ruth's project was produced by many hands, and special recognition must be accorded to some of their owners. Vital to the successful completion of this undertaking were the contributions of the research assistants: Magda Lara-Resende, Lisa Moore, and Marsha Pripstein. They gave unstintingly countless extra hours. Their talent, competence, and impressive professionalism bode well for whatever careers they choose to enter.
Appreciation must be expressed to Lt.Col. Michael W. Totten and his colleagues at the Defense Intelligence Agency for their support, their first-rate critical assessments, and for the kindly extensions of deadline. None of us has experienced more freedom and cooperation in executing a research project than has been accorded us in this one.
Finally, we must note that this pilot project is only the beginning of our study of water in the Middle East. While our research has, we believe, provided answers to some questions, it has raised many others - and has demonstrated the urgency of finding solutions. The project team, listed on the following page, intends to continue this study as a multi-year, interdisciplinary effort to expand our knowledge of this vital topic.
