International Politics, like all politics is a struggle for power. It is sufficient to state that the struggle for power is universal in time and space and is an undeniable fact of experience.

In a world where a number of sovereign states compete with and oppose each other for power, the foreign policies of all nations must necessarily refer to their survival as their minimum requirement.

As Morgenthau has indicated, international politics (or foreign affairs) is about conflicting nation-states locked in a power struggle where the minimum requirement of a nation-states foreign policy is the survival of the nation-state itself. In contrast to earlier predictions, the recent age of international relations has witnessed a resurgence of nationalism, and an ever-increasing concern with the creation of, and/or continued existence of, nation-states. Moreover, in an increasingly interdependent world, the conduct of foreign affairs has become even more critical to the success and continued existence of the nation-state. Correspondingly, the persons responsible for the development and implementation of a countrys foreign policy have seen their power magnified. Their decisions not only influence the fate of their own nation-state, but also have increasingly significant repercussions throughout the world. As a result, the ranks of the foreign policy elite have come to be seen as more dominant, prestigious, and exclusive than perhaps ever before. Consequently, the issue of whether and to what degree women have a role in the process of foreign policy formulation has also become more crucial.
