With contributions by leading authorities on the security and political economy of East Asia, this volume examines the implications of the profound strategic and economic transformations in the region since the demise of the Soviet Union ended Cold War polarization and the emergence of new East Asian economic powers transformed regional economic relations. By studying the implications of these strategic and economic transformations for the interests of the great powers and key local powers and for the maintenance of regional stability, the contributors ponder how the changing relations among these states might evolve into a new regional order characterized by extensive stability and cooperation. By so doing, they consider potential sources of instability, including changes in domestic politics and enduring bilateral conflicts of interests, and the importance of developing creative bilateral policies and of maximizing the contribution of multilateral institutions in mitigating the impact of these factors on regional security.

The Institute of Southeast Asian Studies was established as an autonomous organization in 1968. It is a regional research centre for scholars and other specialists concerned with modern Southeast Asia, particularly the many-faceted problems of stability and security, economic development, and political and social change.
The Institute is governed by a twenty-two-member Board of Trustees comprising nominees from the Singapore Government, the National University of Singapore, the various Chambers of Commerce, and professional and civic organizations. A ten-man Executive Committee oversees day-to-day operations; it is chaired by the Director, the Institutes chief academic and administrative officer.

Richard K. Betts is professor of political science at Columbia University. He was a Senior Fellow at the Brookings Institution, has taught at Harvard and Johns Hopkins, and worked on the staffs of the Senate Select Committee on Intelligence and the National Security Council. Among his books are Soldiers, Statesmen, and Cold War Crises; The Irony of Vietnam; Surprise Attack; and Military Readiness.
Herbert J. Ellison is professor of Russian and East European Studies in the Henry M. Jackson School of International Studies, and in the history department of the University of Washington. He writes on Russian history and foreign policy. He edited and contributed to The Sino-Soviet Conflict in Global Perspective (1982), Soviet Policy Toward Western Europe (1983), and Japan and the Pacific Quadrille (1987).
Robert Gilpin is Dwight D. Eisenhower Professor of International Affairs in the Department of Politics and in the Woodrow Wilson School of International Affairs, Princeton University. He is the author of numerous works on international politics and political economy, including War and Change in World Politics (1981) and The Political Economy of International Relations (1987).
Harry Harding is dean of the Elliott School of International Affairs, and professor of political science and international affairs at George Washington University. Professor Harding did his undergraduate work at Princeton University, and received his M.A. and Ph.D. in political science from Stanford University in 1974. He has served on the faculties of Swarthmore College and Stanford University, and was a Senior Fellow in the Foreign Policy Studies Program at the Brookings Institution. His major works include A Fragile Relationship: The United States and China Since 1972 (1992), Chinas Second Revolution: Reform After Mao (1987), and Organizing China: The Problem of Bureaucracy, 19491976 (1981). He is completing a new book on the phenomenon of Greater China, and an edited volume on Chinas cooperative international behavior.
Michael Leifer is professor of international relations at the London School of Economics and Political Science where he has been involved in establishing a new research center for the study of the Asian economy, politics and society. His most recent books are ASEAN and the Security of Southeast Asia (1990) and A Dictionary of the Modern Politics of Southeast Asia (1995).
Mike M. Mochizuki is senior fellow in the Foreign Policy Studies program of the Brookings Institution. Before joining Brookings, he was co-director of the Rand Center for Asia-Pacific Policy and associate professor of international relations at the University of Southern California. He specializes in Japanese domestic politics and foreign policy, U.S.-Japan relations, and East Asian security issues.
Robert S. Ross is associate professor of political science at Boston College and associate-in-research at the John King Fairbank Center for East Asian Research, Harvard University. He is the author of various works on Chinese policy toward East Asia and U.S.-China relations, including Negotiating Cooperation: The United States and China, 19691989 (1995).
Robert A. Scalapino is Robson Research Professor of Government Emeritus, University of California, Berkeley, former director of the Institute of East Asian Studies, and co-editor of the monthly journal
