The first edition of this book was graciously reviewed and the text was widely used in universities around the world. But there have been new crises and new academic analyses since the first edition, and this volume reflects those experiences and lessons. There are four new chapters, and all the other chapters in this edition have been completely rewritten and updated. I express my gratitude to each of the remarkable list of contributorsall have field experience and hold senior positions, and yet they generously gave their time to contribute to this text that will, hopefully, serve a new generation of students and international-assistance, human-rights and foreign-policy workers as well as people around the world who are searching for a new framework to sustain us as we begin a new millennium.
The Directors of the Center for International Health and Cooperations (CIHC) offered their wisdom, support and in some instances (Vance, Owen, Farah, Eliasson) chapters for this book. The Executive Secretary of the CIHC, Mrs. Rene Cahill, made pleasant and possible the difficult task of pursuing delinquent authors and helping to edit and collate the chapters into a coherent text.
