Newbold and Rosenbloom have assembled a whos who of U.S. scholars thinking big thoughts about public administration through the lens of the Constitution. This book is a must read for anyone who wants to understand the full story of American public administration.
Rosemary OLeary, University of Kansas
Newbold and Rosenbloom have produced a volume that should be on the desk of every public administration professor and practitioner, and in the hands of every student. They and a distinguished group of contributors provide an intellectual and practical road map for refocusing the field - and the nation - on constitutional foundations and purposes in an era of institutional decay and political uncertainty. It is high time for us all to enroll in The Constitutional School.
Danny Balfour, Grand Vallley State University
This book is a must read for those who want to understand the Constitutional School of public administration. Written by two of the leading scholars who have popularized this approach, David Rosenbloom and Stephanie Newbold have assembled a first rate collection of essays and previous articles that lay bare the meaning and consequence of the Constitutional School for our role as teachers, scholars and practitioners of public administration.
Doug Morgan, Portland State University
Twentieth century government has been aptly characterized as an administrative state. The basic institutional arrangements have been designed by the Founding Fathers, but they are not set in stone. In fact, the present politicized debate about the relation between legislature, executive and judiciary, calls attention to the importance of state and administrative law in the study of public administration. This volume pulls together earlier published pieces with new introductions, and invites public administration scholars to more deeply investigate the role and meaning of constitutional and administrative law in this administrative state. Calibrating the balance between the three branches of government cannot be left to Members of Congress and Supreme Court Justices only. This volume is a call for more research into and teaching of constitutional and administrative law in the study of public administration. This constitutional school of thought is too important to ignore.

The Constitutional School of American Public Administration
The growing Constitutional School of Public Administration has roots in The Federalist Papers, constitutional law, and the writings of several contemporary leaders and contributors in the field. It comprises a loose grouping of scholars who subscribe to the proposition that constitutions and the constitutional characteristics of a regime are key determinants of public administrative culture, institutions, organizations, personnel practices, budgetary and decision-making processes, commitment to the rule of law and human rights, and myriad aspects of overall behavior. Participants in Constitutional School research believe that the big questions in public administration cannot be answered without reference to constitutional designs, institutions, and regime values. This edited volume brings together many of the most prominent names in Constitutional School scholarship in an aim to make it more visible, accessible, and central to the field of public administrations pedagogy, scholarship, and intellectual development. It will be essential reading for scholars and students of public administration with an interest in constitutional law, administrative law, and political theory around the globe.
