The Role of Taiwanese Civil Society Organizations in Cross-Strait Relations
Despite the instability of the political relationship between Taiwan and Mainland China, cross-strait activities such as trade, education, marriage and travel have prospered. While the main focus of current academic research has been on security and economic relationships between the two governments, relatively little attention has been paid to social interactions or the role of civil society actors.
This book investigates the role of Taiwanese civil society organizations in shaping the relationship between Mainland China and Taiwan. It explores the role of civil society organizations (CSOs) in building confidence and peace and shows that Taiwanese CSOs hold a very complicated position which has in fact added to tensions. Waisovs research looks closely at the roles civil society organizations play in conflict transformation, reconciliation and peacebuilding, the modalities of playing such roles, and the challenges facing them. It will be of interest to students and scholars researching cross-strait relations, and, also to conflict resolution think-tanks, policy makers and policy analysts.
rka Waisov was formerly Head of the Department of Politics and International Relations at the Faculty of Philosophy and Arts, University of West Bohemia, Pilsen, and researcher at the Institute of International Relations in Prague. Since 2005 she has held Associated Professorship at the Faculty of Philosophy and Arts, University of West Bohemia, Pilsen, Czech Republic. She is now an International Chair at the National University of Public Service, Budapest, Hungary. She is also an associate editor of Politics in Central Europe: the Journal of the Central European Political Science Association. She has received various research grants and fellowship such as the Fulbright Fellowship, the CanadaEurope Award, Jean Monnet Chair and the Taiwan Fellowship.
Rethinking Asia and International Relations
Series Editor Emilian Kavalski, Australian Catholic University (Sydney)
This series seeks to provide thoughtful consideration both of the growing prominence of Asian actors on the global stage and the changes in the study and practice of world affairs that they provoke. It intends to offer a comprehensive parallel assessment of the full spectrum of Asian states, organisations, and regions and their impact on the dynamics of global politics.
The series seeks to encourage conversation on:
what rules, norms, and strategic cultures are likely to dominate international life in the Asian Century;
how will global problems be reframed and addressed by a rising Asia;
which institutions, actors, and states are likely to provide leadership during such shifts to the East;
whether there is something distinctly Asian about the emerging patterns of global politics.
Such comprehensive engagement not only aims to offer a critical assessment of the actual and prospective roles of Asian actors, but also seeks to rethink the concepts, practices, and frameworks of analysis of world politics.
This series invites proposals for interdisciplinary research monographs undertaking comparative studies of Asian actors and their impact on the current patterns and likely future trajectories of international relations. Furthermore, it offers a platform for pioneering explorations of the ongoing transformations in global politics as a result of Asias increasing centrality to the patterns and practices of world affairs.

This book arises, as many do, out of interest and enthusiasm, but also out of a sense of dissatisfaction; frustration sprung from the narrow range of existing analyses of the relations between Mainland China and Taiwan. My experience in over a decade of concern with the fields of international relations and conflict management has been that texts on this topic tend to focus on military and political matters, with particular emphasis on the relationship between the governments in Beijing and Taipei. Through my work, I have become keenly aware of the tremendous role that civil society organizations can play in both the prevention and management of conflict. The purpose of this book is to weave this very issue, as it concerns Taiwan and Mainland China, into the research of cross-strait relations.
This work is the outcome of two projectscarried out through the University of West Bohemia and Czech Science Foundationconcerning the confidence-building role of civil society organizations in conflict-prone areas (SACR17-01504S and SGS-20162032). I am indebted to the Ministry of Foreign Affairs of Taiwan, especially to the Taipei Economic and Cultural Office in Prague, and to the Center for Chinese Studies, Taipei for providing financial support for my stay in Taiwan.
It would not have been possible to carry out my research without the assistance of my local university colleagues, and without the enthusiasm of representatives from various Taiwanese NGOs and think tanks. I want to express my gratitude to all whom I met for interviews, not only for their time, but also for their willingness to assist me in my search for further contacts and information.
Thanks are also due for the language and editorial assistance of Troy S. Blythe, Connaire Haggan and Tom Hausner, without any of whom this book would never be as it is. The editing of this project has proved a remarkably pleasurable experiencewould that one could always say the same.
