Due to the increase of security challenges in the proximity of Europe, the prominence of the EUs Common Security and Defence Policy (CSDP) has augmented. This book is a systematic effort to empirically approach the democratic deficit of CSDP, to understand its social construction and propose ways to remedy it.The book uses Foucaults approach of governmentality to unravel the social construction of this deficit and to illuminate the power relations between the different actors participating in CSDP governance and the constraints upon them. The project of European integration has been put under serious strain because of the EU financial crisis, the imminent Brexit and external security challenges (conflicts in Libya, Ukraine and Syria, the refugee crisis). It is now more than ever that European studies need critical accounts of EU governance that examine existing problems and articulate solutions for the sake of both the European project and of the well-being of EU citizens.
This book sets out to critically and systematically examine the democratic quality of the Common Security and Defence Policy (CSDP) of the EU. The debate of both practitioners and academics around EU security and defence has primarily focused on the delivery, efficiency and effectiveness of the policy. The discipline lacks a critical, holistic and bottom-up investigation of CSDP, which would assess the legitimacy of political actors and procedures in the governance of the policy from the phase of brainstorming to the moment of taking formal decisions.
