I would like to express my deep gratitude to my doctoral supervisors Susanne K. Schmidt and Fritz W. Scharpf for their extremely constructive criticism and patient support. I am also grateful for the valuable comments I received on earlier drafts from the participants of the Bremen International Graduate School for Social Sciences (BIGSSS) colloquium. In particular, I would like to thank Natascha Zaun, Andreas Mller, Arndt Wonka and Ulrike Liebert, who also took part in my examination committee. I was lucky to have Natalia Besedovsky completing the committee on short notice.
My work on this book started when I was a doctoral student at BIGSSS and a research associate at the Collaborative Research Center (CRC) 597 Transformations of the State, co-funded by the German Research Foundation. Josef Falke and Christian Joerges directed the CRC project on Social Regulation in Transnational Structures, in which I conducted most of the research for this book. I am grateful for their trust in me, their stimulating comments and our inspiring interdisciplinary discussions. It is my hope that resulting book may be equally fruitful for legal scholars. My former colleague Thorsten Hller deserves much credit for his helpful comments and encouragement.
The original draft was revised at the Institute for European Integration Research in Vienna. I am very grateful for Gerda Falkners support and her encouragement to eventually set the manuscript free. I would also like to thank Peter Holz for his excellent coaching in this regard.
This book would not have been possible without the kind support of my interviewees. I thank them for their precious time and for letting me access information and documents that would otherwise have been hard, if not impossible to come by. Anna Dupont, Hannah Kannen, Lennart Lutz and Timo Rosemeyer provided useful research assistance. Linda Gieauf, Olof Karlsson, Florian Sowa and Sebastian Streb kindly helped to proofread different parts of the manuscript. I also thank Donald Knuth, Richard Stallman, Kieran Healy and John MacFarlane for writing, distributing and maintaining free (as in free speech) typesetting and editing software, and Jrnjakob Dugge for his Tufte-style bar chart tutorial.
My special thanks go to Rike U. Krmer, who was incredibly supportive during the more difficult stretches of the research and writing process. My family has been a constant source of moral support, for which I am thankful: Maria Deters, Werner Meyer-Deters and my brother Hannes Deters. My friends, especially Marie Bosshard, Henrike Illig, Sebastian Streb and Kieron Rogan helped to take my mind off this project at the right times. The same applies to the many pairs of running shoes I consumed during hours spent racing the windy North German lowlands with Gerrit Lubitz and his ATS Buntentor. Finally, I would like to thank the anonymous reviewers and editors of ECPR Press.
I dedicate this book to Susan Plawecki. Thank you for being there.
