Preface
At the beginning of the 1990s, cooperation in security and defense policy has again become an important task for West European countries. Two sets of issues stimulate the current debate:
  1. The end of the Cold War and the emergence of new types of conflicts in the Soviet Union and Eastern Europe have lead to a process of reorientation and restructuring of NATO.
  2. The challenge of Saddam Hussein's Iraq to the Middle East and to international order as well as the political instabilities across the southern rim of the Mediterranean have forced the West European nations to extend their perceptions of security beyond the borders of the continent.
In response, members of the European Community (EC) are trying, parallel to the deepening of economic and monetary integration, to establish a political union that includes a joint foreign and security policy and to strengthen defense cooperation in the Western European Union. The idea of a stronger security and defense entity in Western Europe, a "European pillar of NATO," was originally forwarded by the Kennedy administration in the early 1960s in order to raise European support for Washington's global policy and to attain a greater European contribution to Western defense. In picking up this idea the West Europeans' main objective in the 1970s and 1980s has been to secure their specific interests within the Atlantic Alliance. Today, the attempts to intensify West European security and defense cooperation would not only modify the structure of NATO but also contribute to the creation of a European pillar for issues of an all-European security system as well as global stability.
This volume is the outcome of a joint effort of the Stiftung Wissenschaft und Politik (SWP) and the Peace Research Institute Frankfurt (PRIF) in cooperation with the Institut fur Europaische Politik (Bonn), in particular its director Wolfgang Wessels. It is designed to give an insight into the problems and structures of the "West European Pillar" from various points of view. Contributions deal with aspects of the West European unification process, with the major challenges to Western Europe's security, with the organization and management of West European security policy, and with the implications of a West European security union for transatlantic and trans-European relations. Representatives of nearly all West European NATO and EC member countries contribute national views while representatives of major institutions affected by the creation of a West European pillar do the same from their international perspectives.
The idea for the book originated during a conference at the SWP in Ebenhausen on "West European Security Policy: The Scope of Identity, Cooperation and Problems Among the Twelve" which was supported by the Volkswagen-Stiftung. Participants in the conference and other experts who joined the project at a later date were initially asked the summer of 1989 to write their contributions in response to a list of questions focussing on (1) national perceptions of the changing security environment, (2) the developing national views of Western Europe's role in the security field, and (3) the institutional preferences for the organization of stronger West European security cooperation. The list of questions was based on the experience of a long term project at PRIF on "Western Europe and the Atlantic Alliance: Western Europe's Identity in the Debate on the Reorientation of Western Security Policy" funded by the Deutsche Forschungsgemeinschaft.
