FOREWORD
The Center for Labor-Management Policy Studies of the City University of New York Graduate School and University Center was established in early 1988 at a critical juncture in the history of labor and management relations. Organized labor in the United States has entered a new era of economic constraints and political uncertainties unrivaled in its history. Immense problems face an increasingly globalized domestic economy with labor beset by the climate of doubt these changes engender.
