PREFACE
FROM JULY 2018 TO JUNE 2019, I served as Chief Economist of the White House Council of Economic Advisers (CEA). This was a sabbatical from what (so far) had been a twenty-five year career as a University of Chicago economics professor teaching especially public economics topics such as regulation, taxes, social insurance, and the behavior of government officials. The people and policies I saw in the White House differed significantly from my expectations and conventional wisdom. The White House complex is a small place geographically, but it taught me about the big picture, which is one reason this books title alludes to President Trumps former television series,
