Like many other projects this book results from a collective effort. Many people have participated in one way or another at different stages of the process. It is the result of a conference organised by the Swedish Institute of International Affairs (SUA), 14-15 October 1994. Without the generous grant from the Swedish Ministry of Foreign Affairs the conference would not have been successful. The Swedish National Defence Research Establishment also gave financial support.
A debt is owed to Ambassador Eric Pierre, who enthusiastically supported the idea of the conference. Together with Dr Ingemar Drfer, also from the Swedish Ministry of Foreign Affairs, he helped to obtain the necessary financial backing for the project.
The Swedish Institute of International Affairs provided the logistics for the conference and also allowed us the use of its technical editor, Lena Hglund, for preparing the final manuscript. Mary Jane Fox of Uppsala University made a first language check of several of the chapters and offered useful advice at a crucial moment. Connie Wall at SIPRI proofread the complete manuscript.
Among those who contributed in a more informal way is Adam Daniel Rotfeld, the Director of the Stockholm International Peace Research Institute (SIPRI), who helped launch the idea of the conference over cups of tea at Sheremetevo Airport. Bjrn Hagelin of Uppsala University, Gunnar Sjstedt from the SIIA and Ingmar Oldberg at the Swedish National Defence Research Establishment also generously gave of their time.

Roy Allison is Head of the Russian and CIS Programme at the Royal Institute for International Affairs, London, and Senior Lecturer in Russian International Security Policy, Centre for Russian and East European Studies, University of Birmingham. He is the author of several books and articles on Russian and CIS security policies. His most recent book is Military Forces in the Soviet Successor States (1993).
Clive Archer is Jean Monnet Professor in the Department of Politics and International Relations at the University of Aberdeen. He is the author of several books on international organisations and conducts research on the Nordic region.
Carl Johan Asenius is a lawyer by profession, working at the Swedish Ministry of Foreign Affairs. Since 1993 he has been dealing mainly with CSCE/OSCE matters and the Nagorno-Karabakh conflict.
Pavel Baev is Head of Section at the Institute of Europe in Moscow and Visiting Fellow at the International Peace Research Institute, Oslo (PRIO). Dr Baev holds a NATO Democratic Institutions Fellowship for 1993-1995. His recent articles (1994) on Russian peacekeeping were published in Jane's Intelligence Review, International Peacekeeping and Chaillot Paper.
Jeff Chinn is Associate Professor of Political Science at the University of Missouri, Columbia. His most recent book is (together with Robert Kaiser) Russians as the New Minority in the Soviet Successor States (1995).
Catherine Dale is a PhD Student at the University of California, Berkeley.
Nelson Drew was Professor of National Security Policy at the National War College in Washington, D.C. Drew died in Bosnia in 1995 while on assignment for the U. S. government. Among his recent publications is NATO from Berlin to Bosnia: Trans-Atlantic Security in Transition (1994).
Dimitry Furman is a Senior Research Fellow at the Institute of Europe in Moscow.
Lena Jonson is a Senior Research Fellow at the Swedish Institute of International Affairs in Stockholm. She has published extensively on Russian foreign policy and security policy.
Iver B. Neumann is Head of Division for foreign and security policy at the Norwegian Institute of International Affairs (NUPI). His most recent books are The Soviet Union in Eastern Europe (1945-1989) and Russia and the Idea of Europe (forthcoming).
Anna Kreikemeyer has an M.A. and is a Research Fellow at the Institute for Peace Research and Security Studies at the University of Hamburg. She has edited (together with Hans-Georg Ehrhart and Andrei V. Zagorski) Crisis Management in the CIS: Whither Russia? (1995).
Alexander A. Pikayev is a Senior Research Fellow at the Institute of the World Economy and International Relations (IMEMO) in Moscow. He is the author of several publications on the Russian foreign and security debate. He is also an assistant to a Member of the State Duma.
Karen E. Smith is a PhD student and a teaching assistant in the International Relations Department at the London School of Economics and Political Science.
Sergei Solodovnik is a Senior Research Fellow at the Centre for International Studies, Moscow State Institute of International Relations (MGIMO University).
Piotr Switalski is Head of the Department for Chairman-in-Office Support at the Secretariat of the Organisation for Security and Co-operation in Europe (OSCE).
Paul Taylor is Reader in International Relations at the London School of Economics and Political Science. He has published extensively on the European Union and on the United Nations system. His most recent book is International Organization in the Modern World (1993).
Ingrid Tersman is an Analyst at the Swedish National Defence Research Establishment (FOA) in Stockholm.
