International Case Studies of Terrorist Rehabilitation
The post 9/11 era has produced structured rehabilitation programmes in a wide range of countries including Saudi Arabia, Singapore, Pakistan, Malaysia, Egypt, Iraq, and Uzbekistan. There are also ad hoc and emerging programmes in Nigeria, China, Indonesia, Bangladesh, Denmark, Germany, United Kingdom, and Nepal. Due to the threat from global Islamist terrorist groups, including al-Qaeda and the Islamic State (IS), the focus has tended to be on Islamist groups. However, Sri Lanka also has a multifaceted rehabilitation programme that was created after the ethno-nationalist Liberation Tigers of Tamil Eelam (LTTE) group was defeated in 2009, which can teach us some valuable lessons.
This book consists of a series of case studies of different terrorist rehabilitation initiatives that have been attempted around the world. Each initiative is critically analysed to develop a sound understanding of the significance of different approaches and strategies of terrorist rehabilitation in helping potential terrorists integrate back into society. Sharing and examining case studies, by both practitioners and scholars, this book provides vital tools to address the challenges faced by practitioners of terrorist rehabilitation programmes.

Brian Michael Jenkins pioneered the study of terrorism when in March 1972, as a new analyst at the RAND Corporation, the former Special Forces officer alerted the US government to the rising threat of international terrorism by writing a memorandum forecasting growing terrorist incidents and the policy problems this would create for the United States and the international community. The spectacular terrorist incidents that followed his forecast, culminating in the Munich massacre, prompted then-President Nixon to create the Cabinet Committee to Combat Terrorism, which in turn asked Jenkins to initiate a research effort on its behalf. One of Jenkinss first steps was to create a database of terrorist incidents that would eventually enable researchers to carry out quantitative analyses of patterns and trends. Jenkins currently serves as Senior Adviser to the President of the RAND Corporation. He is also an adviser to a number of government departments and agencies and often testifies before the US Congress.
Rohan Gunaratna is a Professor of Security Studies and Head of Singapores International Centre for Political Violence and Terrorism Research (ICPVTR) at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore. He received his doctorate from the University of St Andrews in the UK where he was British Chevening Scholar. The author of 18 books including Inside al Qaeda: Global Network of Terror (Columbia University Press, 2002), he is a specialist of the global threat environment, with expertise in threat groups in Asia, the Middle East, and Africa.
Sabariah Hussin is a Research Analyst at the International Centre for Political Violence and Terrorism Research (ICPVTR) at the S. Rajaratnam School of International Studies (RSIS) in Nanyang Technological University (NTU), Singapore. She is also a member of the Religious Rehabilitation Group (RRG) Secretariat, Singapore. She graduated with an Exec MBA from Berne University of Applied Sciences and holds a Masters degree in International Relations from RSIS.
Abdul Basit is an Associate Research Fellow (ARF) at the International Centre for Political Violence and Terrorism Research (ICPVTR) of the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore. He holds a Master of Philosophy degree in International Relations from Quaid-i-Azam University, Pakistan. He has published widely including the co-authored Dynamics of Taliban Insurgency in FATA with Muhammad Amir Rana and Safdar Sial (Narratives, 2013).
Ahmad Saiful Rijal Bin Hassan is a Senior Analyst with the International Centre for Political Violence and Terrorism Research (ICPVTR), at the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore. He is also a member of the Religious Rehabilitation Group (RRG) Secretariat and a Religious Rehabilitation Counsellor. He graduated with a Bachelors degree in Islamic Jurisprudence from Al-Azhar University and Masters degree in International Relations from RSIS.
Marcin Styszynski is an Assistant Professor in the Faculty of Arabic and Islamic Studies at Adam Mickiewicz University in Poznan, Poland. He also served as the cultural and scientific attach in the Embassy of Poland in Egypt (20092012) and the second secretary in the Embassy of Poland in Algeria (20122014). In 2016 he started new duties as Consul in the Embassy of Poland in Riyadh, Saudi Arabia. He holds an MA and PhD in Arabic Literature and Rhetoric from Adam Mickiewicz University in Poznan, Poland.
