PREFACE
This study examines and analyses Iraqs relations with Iran since the Bath partys accession to power in Iraq in 1968. Scholarly studies of Iraqi-Iranian relations have tended to be fragmentary and one-dimensional. It is the primary purpose of this study to examine Iraqs relations with Iran since 1968 in a systematic and comprehensive fashion, by attempting to synthesize the complex and overlapping legal, cultural, historical and political issues which characterize relations between the two countries. Emphasis has been placed on elucidating Iraqs perceptions of the political environment. In order to understand the Iraqi elites political orientation, an assessment of Bathist ideology and the cumulative historical experience of the Bath party is essential. By the same token, Iraqs political culture as well as Bathist political perceptions have to be taken into account.
Iraqs complex relations with Iran are rooted in historical, cultural, geopolitical and national factors which continue to influence the perceptions of Iraq and Iran. examines the history and ideology of the Bath party and its implications for Iraqs foreign policy orientation. The coming to power of the Bath party in Iraq had a profound impact on Iraqi-Iranian relations, for it brought to power an ideological, revolutionary, socialist regime in Baghdad. Iraqs revolutionary orientation clashed with the conservative orientation of the Shah, who sought to preserve the regional status quo .
examines the underlying factors behind the onset of cold war and confrontation in the period 196975, with an emphasis on the major points of contention between the two countries. Special attention has been paid to the realm of political perceptions and its impact on the formulation of the foreign policy of both Iraq and Iran. Between 1969 and 1975 the Iraqi-Iranian confrontation centred around three major issues: (1) rivalry over the strategic Gulf region;(2) the perennial Shatt al-Arab boundary dispute; and (3) Irans support for the Kurdish rebellion in Iraq.
examines the rivalry between Iraq and Iran for pre-eminence in the strategic Gulf region. Both countries quest for influence in the Gulf, coupled with the clash in their perceived national interests in the region, have been the major sources of conflict in Iraqi-Iranian relations.
examines the historical and legal aspects of the Shatt al-Arab boundary dispute. Because of her limited access to the Gulf waters, Iraq viewed her exclusive sovereignty over the entire Shatt al-Arab waterway as vital for her national security, particularly since the Shatt al-Arab constitutes her only outlet to the sea.
discusses the Kurdish question in Iraq and the Bathist approach to this issue. The chapter examines the scope and magnitude of the involvement of regional and extra-regional powers in the Kurdish rebellion and its effects on Iraqs foreign policy orientation.
assesses the Algiers Agreement of 1975 which prevented further deterioration in Iraqi-Iranian relations. The resultant rapprochement heralded a steady improvement in relations and had a positive impact on the Gulf region. This rapprochement came to an end when the Shahs rule collapsed at the end of 1978.
examines the impact on Iraq and the Gulf region of the downfall of the Shah and the rise to power of Ayatollah Khomeini in Iran. The accession of a radical, revolutionary, Islamic regime in Iran led to a head-on collision with the secular, nationalist regime in Iraq. The resultant ideological clashes adversely affected relations between the two states and eventually precipitated the outbreak of the Iraq-Iran war in September 1980. The chapter analyses the evolution of the war and its regional and global implications.
