The National Security Act of 1947 has been blamed for everything from the creation of a military-industrial complex to the onset of the Cold War, from CIA excesses to "chilling" National Security Council conduct, and from bloated Pentagon budgets to bitter feuds among the armed services. In 1983 one critic wrote that "the tragedy of the National Security Act of 1947 was that it allowed perpetuation of four separate air forces," which meant that the public was "paying an enormous price in duplication for this flaw.'' Another critic of the American national security establishment, journalist Arthur T. Hadley claimed that the 1947 law contributed to American military failures in Vietnam, Laos, Cambodia, Cuba, Nicaragua, Angola, and Libya. Hadley insisted that the chaotic creation of 1947 caused the disastrous Iranian rescue mission of April, 1980. Hadley condemned the flawed national security organization for making the United States into a "straw giant," with its military weakened by interservice rivalries, devoid of a strategic plan, strangled by a ponderous bureaucracy, and divorced from civilian leaders and public.1
Some of the criticism has come from those who advocate a particular form of American defense organization or oppose American involvement in conflicts such as the Vietnam War. Their views cannot be dismissed simply as the parochial perspective of special service interests or the protestations of antiwar critics. Over the years, American national security organization has not always operated efficiently or economically and has suffered a number of serious setbacks and failures. Those problems prompt numerous questions: How did the United States build such a flawed system of national security? Who was responsible for its creation? Why was the National Security Act a chaotic piece of legislation and what form of organization did it construct? What did the law actually do?
The study presented here shows that the origins and creation of a large-scale organization for American national security were complex and convoluted, arising from a number of interrelated events and sources. The development of national security structures was rooted in the larger process
