I was inspired to write this book byobserving as to what is presently happening on the earth such asGlobal hunger, Child labor, Global warming, Corruption, Illiteracyand Poverty of the people in some countries and Terrorism andGuerilla warfare. I am paying very serious attention to thismatter. It just amounts to unscientific administrative policy or achaotic policy followed by a few countries and purposely somecountries are indulging in terrorism tactics. Some governmentspursue this policy resolutely with a view to terrorize theinhabitants of the earth. It can be seen that in a few countriesthe political leaders are following the present independentadministrative policy of each country in a persistent manner.

I already have to my credit a booktitled, HOW SHOULD THE INDIAN EDUCATIONSYSTEM BE? This book was published in October 2009and was well received among various quarters and I have alsomentioned about the newly designed Green Plus symbol in the samebook.

I had sent a copy of the book to thePresident of India and White House. However, I find that they arenot following my instructions regarding educational policies whichare mentioned in my book. I also noticed that for the purpose ofmoney and status they are continuously misleading the citizens of afew countries in the world.

I have been a keen observer of this and havefound that they are purposefully doing this, but I am a scientistin HRD study and one HRD scientist is equal to God in respect ofknowledge and power also. I cannot tolerate any kind of inhuman/illegal activities on the earth. By seeing this I am changing theworlds Administrative Policy as per the directions mentioned inthis book.

I appeal to the earths inhabitants to usherin this new Administrative Policy in the interest of the world witha view to have everlasting peace and the resulting satisfaction asto their lifespan on this planet.

Role of Public Administration in the ModernState:

At the outset I would like to say that PublicAdministration is a serious subject which requires scientificattention. The critical role of public administration is governingthe society. A government can exist without a legislature, evenwithout a judiciary but never without administration. Thegovernment will become as dysfunctional as a lame horse in a derbyrace. Public administration as a part of Government has existedsince the time of the monarchies. Ancient Indias most prominentpolitical scientist and economist Chanakya (373-283 BC) in histreatise Arthashastra; dedicates substantial chapters to Statecraftor the public administration of a state.

Public administration provides numerousservices to the public and serves their interests in many ways. Thereal core of administration is the basic service which is performedfor the public. It is the administration which ensures the securityand protection of life and property of the members of the societyby maintaining proper law and order.

The economical, cultural and even spiritualprogress for that matter; of a society depends on the publicadministration. The day-to-day functioning of the Governmentmachinery, external affairs and the most important of all, thenational defense are the other important functions performed by thepublic administration of the country.

In the modern state, the role andscope of public administration is ever expanding and allencompassing. We are way past the laissez-faire state which was responsible formaintaining law and order only. The modern state which expectsgovernment to provide much more has seen the role of publicadministration change dramatically, since those times.

The current role and functions adoptedby public administration owes its origin to the changes which thehuman history has witnessed in the last couple of centuries. Thefirst important change was the industrial revolution which resultedin the urbanization of the large cities of the world. Secondly,there was a change in the political philosophy from minimaliststate intervention (or laissez-faire ) and individualism to socialwelfare. The two World Wars combined with the changinginternational scenarios with new countries, alliances andorganizations like the formation of United Nations, generated aneed to reform the goals of administration in the society; not justof within a nation but also with respect to the world.

Lastly, the increasing population of theworld means tremendous pressure on the available resources. Therole of providing for basic amenities like food and shelter hastherefore fallen into the lap of the Government.

There are three characteristics of anefficient public administration:

1.It needs to meet the functional aims forwhich it has been created

2.It must be able to meet the long term needswhich might arise due to change in administrative techniques or thechanges in social environment which are more important andinfluential
