This book is about water. Specifically, it was written to provide an introduction to the various disciplines concerned with stormwater quality management. It concerns the water cycle: its source, movement, precipitation, storage, and what happens to it once it impacts the earths surface.

More specifically it is about how we, as the human race, deal with it. Rain is a resource and is considered the lifeblood of civilization. How we manage it in our homes, farms, cities, forests, and industries largely determines the quality of our lives. Stormwater is impacted by the natural world around us but we impact it as we use it. Therefore, we have an obligation as stewards to oversee its management.

Our goals for this text are to provide the reader with a framework for understanding how we may improve that stewardship. In this volume we look at how we can minimize adverse impacts and how we treat rainwater which falls so freely on our land. We cover the history of water usage, current topics on aquatic impacts, water quality standards, management practices, and waters movements in the water cycle.

We examine the treatment methods that have been used in the past and some of the exciting twenty-first century technologies which offer solutions for removing contaminants from our discharges, whether in industrial, construction, or urban areas. Not forgotten are the laws, regulations, and court cases which determine the direction of our efforts.

This is not a detailed design textbook, of which there are many. It seeks to bridge the gap between popular articles and detailed scientific material. The audience is intended to be readers with a general interest and practitioners in the field of stormwater management. This includes regulators, contractors, industrial compliance specialists, homeowners, foresters, engineers, and any others working to expand their knowledge and understanding of these issues.

Emerging issues, such as the impact of pollutant run-on at industrial sources, are reviewed and analyzed. Atmospheric deposition is a topic which the author has known about since the beginning of his career in 1969, only to find that there is nothing new under the sun. Atmospheric depositionexplored in this book is now found to have significant impacts on todays stormwater discharges.

Another emerging issue concerns pollutants stored in ice and snows at higher urban elevations and in latitudes above the 38th parallel. This issue concerns the balancing of societal risks. Those risks, which must be addressed, are avoiding deaths and injuries by using deicing salts in winter versus potential chronic impacts of saltier surface and groundwater once snows and ice have melted. Included are recent field measurements which show the substantial impact of these emerging issues.

I have been privileged to learn much about the techniques and methods to abate pollutant discharges in forestry practices and in agriculture over the last few years. This has impelled me to gain a further understanding of these topics that I hope the reader will find to be of benefit in this volume as well.
