Dedication
To Alexander, still too young to understand the merits of delayed rewards, who nonetheless remained patient with a mother tied long hours to her computer. In the loving memory of Glenn, whose wonderful curiosity would have been stimulated by the Internet. And most of all, to Rosette, our mother, for whom the entire specter of electronic communication is truly indistinguishable from magic. After 15 years of a secondhand association with technical terminology through her son and daughter, she has added the word e-mail to her minimal computer vocabulary. We applaud this small step of our favorite octogenarian into the twenty-first century, and it is to the life of our remarkably courageous, loving, and independent mother that we dedicate The Domain Name Handbook.

Foreword
"This is a project on which we have been working for the last three centuries since the lamasery was founded, in fact. It is somewhat alien to your way of thought, so I hope you will listen with an open mind while I explain it.... It is really quite simple. We have been compiling a list which shall contain all the possible names of God."
"I beg your pardon?"
"We have reason to believe," continued the lama imperturbably, "that all such names can be written with not more than nine letters in an alphabet we have devised."
"And you have been doing this for three centuries?"
"Yes; we expected it would take us about fifteen thousand years to complete the task."
"Oh," Dr. Wagner looked a little dazed. "Now I see why you wanted to hire one of our machines. But exactly what is the purpose of this project?"
"... Call it ritual, if you like, but it's a fundamental part of our belief. All the many names of the Supreme Being God, Jehovah, Allah, and so on they are only man-made labels. There is a philosophical problem of some difficulty here, which I do not propose to discuss, but somewhere among all the possible combinations of letters that can occur are what one may call the real names of God. By systematic permutation of letters, we have been trying to list them all."

Preface
The Domain Name Handbook: High Stakes and Strategies in Cyberspace began from an epiphany that was sparked by an item in Newsweek's "Cyberscope". The January 15, 1996, column reported a domain name dispute between the "little man vs. the big gorilla." At issue were the rights to SUPERBOWL.COM that were plucked from the domain registrant by the National Football League. In that crucible incident, we recognized the high stakes inherent in a global Internet identity.
Where to begin? A youngster described the Internet as a library with more than one million books. With only a handful of exceptions, we drew all our material from this global information commons. We found online resources in abundance domain policies, requests for comments, name disputes, Internet history, root server database files, legal pleadings, court rulings, InterNIC forms, trademark statutes, registration pitfalls, experimental namespace, and, inherently, a fair measure of consumer confusion. We quickly discovered a system of exquisite complexity and ubiquitous volatility.
