The strong and continued demand for Individual Retirement Accounts since the enactment of the Economic Recovery Act of 1981 has surprised financial experts and created an enormous pool of investment resources. When IRA aa:ounts were relatively small, consumers were satisfied to leave investment strategies to the vendors packaging the product, and the security of federal depository insurance provided a strong market advantage for commercial banks and savings institutions. But as accounts have grown, IRA customers have begun to consider them as their own retirement savings portfolios and are less willing to leave the investment of those funds in the hands of someone else.
Self-direction is a simple idea, yet its delivery and administration raise many complex issues. To what extent does a bank or thrift offering securities products within the self-directed IRA take on an investment advice liability? How should the self-directed IRA be constructed? The product mix offered may have to be structured to reflect varying retirement savings strategies as well as customer preference for the degree of risk/reward acceptable in this portfolio investment The contributors to this book, who include bankers, consultants, and trust officers, as well as traditional competitors from the securities and financial planning industries, discuss the spectrum of issues affecting the self-directed account and trust administration.

This and the companion volume on insurance are the first two volumes in a new series of handbooks on the changes in banking amidst deregulation. The handbook series owes its existence to the creative imagination of Frederick A. Praeger, who saw the need for and the possibilities of such works. Fred, an entrepreneur himself in an established industry, grasped immediately the consequences of change in banking and the opportunity for written reflections with the intelligence of one who adds to what he is presented.
This book is based on a series of seminars held under the auspices of the Banking Law Institute operated by Executive Enterprises, Inc., a professional management education organization. Brian McGrath, president of Executive Enterprises, graciously extended to me the opportunity to organize these conferences and to select the speakers. These meetings always benefit from the skilled staff of Executive Enterprises and most especially from the work of Andrea Dolce-Singer. I could always concentrate on creating the program and chairing the meeting, knowing that every detail of announcement, preparation, and logistics could be successfully negotiated by Andrea and her staff.
The manuscripts were skillfully edited and prepared for publication by the diligent efforts of Diana Dale and Joy Corsi. Given my travel schedule during the production of these books they literally were completed only because Diana and Joy took full responsibility for every detail, including coordinating with the authors and the publisher.
The manuscript was processed on an Apple Macintosh Plus computer. Final copy was prepared by utilizing the following software: Microsoft Word, Microsoft Chart, MacDraw, and Aldus PageMaker for Macintosh. Camera-ready copy was produced on the Apple LaserWriter Plus. Diana and Joy mastered microcomputer desktop publishing to accomplish the task. At Westview Press, Susan McEachem worked with Diana and Joy in production as she organized the series promotion, assisted in developing and refining the series concept, and lent a hand at editing.
My experience in this area derives from my work with Marketing One, Inc., and Marketing One Securities, Inc. John Christensen, Marketing Ones corporate communications officer, assisted in making sure we had the required Apple computer equipment in Portland in time for final production and provided help in working through the intricacies of using the machines. My numerous colleagues at Marketing One have made our exploration into the world of deregulated banking one of the most enjoyable challenges of my life.
