Over the years, many organizations and communities across the country, and the world for that matter, have had to deal with a variety of high-profile critical incidents as well as large-scale special events. From Super Bowls, political conventions, and incidents of civil unrest, to name a few, these complex events often present a myriad of challenges and potential problems for organizations and communities, as well as their various stakeholders. Unfortunately, far too often, communities are caught off guard and discover that their plans, response personnel, equipment, and infrastructure needs are less than adequate. When this occurs, the results can lead to a number of negative consequences, such as a diminished lack of confidence in government, including the agencies that are sworn to protect the public; the potential impact on life and property; and tarnished reputations. In some cases, the ramifications have been devastating to organizations and communities, resulting in years of work to regain lost trust and rebuild impacted areas.
Fortunately, there are a number of historical and contemporary case studies that clearly illustrate the benefits of effective planning, training, exercises, and testing with applicable stakeholders, thereby ensuring that organizations and communities are prepared to handle large-scale events and critical incidents. In particular, incorporating proven preparedness and response strategies into an overall plan enables organizations and communities to ensure that all participants and stakeholders understand their respective roles and responsibilities, identifies areas of expertise, and maximizes resources while minimizing duplication of efforts and avoiding potential conflicts. However, as is often the case, this requires effective leadership at all levels, an important consideration for those organizations and communities engaged in this important arena.
This book provides the most current and effective resources for managing large-scale special events and critical incidents. The book relies heavily on case studies and after-action reports that examine lessons learned from a multitude of previous events and incidents. In addition, the text identifies and examines best practices and recommended approaches, providing the reader with a variety of checklists and planning tools. Along these lines, we have structured the book as follows:
provides an introduction to critical incident management, presenting the reader with an overview of the scope and potential impact of past events, and why effective preparedness and response strategies are critical for success when dealing with large-scale special events and high-profile critical incidents.
