The attack on the World Trade Center and the Pentagon-as well as the failed attacks on the Capitol and others that were thwarted by the grounding of the entire U.S. aviation fleet-have not yet led to needed intelligence reform. There were six specific failures in intelligence and counterintelligence, and all of them could have been avoided had the political and intelligence leadership of this Nation been willing to listen to the many internal and external advocates for dramatic legislatively-mandated intelligence reform.

The clandestine service of the Central Intelligence Agency (CIA) is a decrepit dysfunctional organization that is incapable of penetrating foreign bureaucracies without being caught, and is largely ineffective against terrorist groups. The President is being mis-led about this reality.

The field offices of the Federal Bureau of Investigation (FBI) failed to properly enter (to automate) their on-going investigations into flight training and other activities of suspected individuals, and failed to act on French intelligence information the week prior to the attack with respect to the French Algerian terrorist arrested in Boston with Boeing flight manuals and aircraft construction manuals.

The leadership of the FBI, both in Washington and in New York, is guilty of gross dereliction of duty in failing to translate all Arabic documents captured in the aftermath of the first bombing attack on the World Trade Center, as well as documents captured elsewhere around the world.

The continued fragmentation of the information available to the various agencies is inexcusable. America urgently needs an "all-source" processing center where foreign intelligence, law enforcement intelligence, and other relevant data can be fully integrated. The President must act on this!

The Department of State must be held accountable, together with the CIA and the FBI, for issuing visas without proper investigation and validation. We must not issue visas to individuals without a host country records check, and we must dramatically improve our ability to track potentially hostile individuals within our own borders.

Lastly, we must recognize that all other nations, including those knowingly hosting and funding terrorists, failed to penetrate these groups or to share their knowledge with us. This was an international intelligence failure.

Legislatively-mandated reform is vital-without intelligence and counterintelligence reform, America will continue to suffer terrible surprises. See more at and . St.

In 1992 I introduced Senate bill 2198, legislation proposed to revitalize and reinforce our national intelligence community-a community that we at the time routinely defined as being limited to those specific U.S. Government organizations devoted to secrets. This legislation was set aside pending the results of the Aspin/Brown Commission on Intelligence.
