Preface
The truth at any cost reduces all other costs. I am a recovering spy who in 1988 discovered that virtually all of our very expensive secret sources and methods were largely worthless in terms of decision-support to policy-makers, acquisition managers, and operational field commanders. Today the US taxpayer funds a $75 billion a year intelligence-industrial-congressional complex (alongside a $750 billion a year military-industrial-congressional complex), and the verdict is in: the secret world provides, at best 4% of a top commanders knowledge; and in my own findings and those of the US Army Strategic Studies Institute (SSI) and others, the Pentagon is optimized for 10% of the threatstate on state high-intensity conflict. Today in both Afghanistan and Iraq, our earnest warriors are turning to open sources of information, and striving to create human capabilities that yield no profit to the beltway bandits but actually accomplish the mission. We wage war badly while the Chinese and others wage peace very effectively.
This week (of 23 February 2010) the Secretary of Defense Dr. Robert Gates has lambasted the Europeans, and The Netherlands in particular, for being averse to war, calling their demilitarization and their mood a danger to peace. I am not making this upthis is how insane a world power without responsible intelligence (decision-support) can get. Dr. Gates, like all professional civil servants and most senior political appointees, is a good person trapped in a bad systema badly broken system that cannot connect means (revenue), ways (force structure), and ends (desired outcomes) because it has become so corrupt, so vested in the special interests who receive the taxpayer funds rather than in the public interests of those who pay the taxes, that it is an abominationan outrage, a scandal, a crime against humanity, not just the US taxpayer, but against all humans who suffer the ignorant, ideological decisions of the American political and policy apparatus acting in our name but not in our best interests. This book is my personal effort to offer an alternative paradigm, vastly updated since I first did so in an article, E3i: Ethics, Ecology, Evolution, and Intelligence (An Alternative Paradigm for National Security), published in the Whole Earth Review
