JEFFREY W. HAHN is a Professor of Political Science at Villanova University, where he specializes in Russian politics. His most recent book is Local Power and Post-Soviet Politics (1994) which he co-edited with Theodore H. Friedgut. He is currently completing a study of Russian political culture based on extended field research in Yaroslavl.
TIMOTHY J. COLTON is a Professor of Government and Russian Studies at Harvard University and Director of the Harvard Russian Research Center. He is the author of Moscow: Governing the Socialist Metropolis (Harvard University Press, 1995) and several other studies of Soviet and Russian politics.
JERRY F. HOUGH is a Professor of Political Science at Duke University. He is the author of numerous articles and books on Russian politics and foreign policy, including Russia and the West: Gorbachev and the Politics of Reform, the second edition of which appeared in 1990.
MICHAEL L. MEZEY is a Professor of Political Science and Dean of the College of Liberal Arts and Sciences at DePaul University in Chicago. He is the author of numerous scholarly papers, articles, and book chapters in the areas of American politics, legislative politics, and comparative legislative behavior. He has published two books: Comparative Legislatures (Duke University Press, 1979) and Congress, the President, and Public Policy (Westview Press, 1989).
LEV A. OKUNKOV is the Director of the Institute of Legislation and Comparative Law of the Government of the Russian Federation, located in Moscow. He is a specialist on comparative constitutional law. In addition to reviewing proposed legislation for the government, under his direction the institute is currently editing a collection of the worlds constitutions.
ALEKSANDR E. POSTNIKOV is a Senior Researcher at the Institute of Legislation and Comparative Law of the Government of the Russian Federation, located in Moscow. He is specialist on legislation dealing with local government. He recently co-authored (with Vsevolod I. Vasiliev) a book entitled Elections to the State Duma: Legal Issues (1995).
THOMAS F. REMINGTON is a Professor of Political Science at Emory University. His recent publications include Parliaments in Transition: The New Legislative Politics in the Former USSR and Eastern Europe (1994) and a number of articles dealing with the development of parliamentary institutions in postcommunist Russia.
BLAIR A. RUBLE is the Director of the Kennan Institute for Advanced Russian Studies of the Woodrow Wilson Center in Washington, D.C. He is the author of two monographs and five co-edited volumes. His most recent book is Money Sings: The Changing Politics of Urban Space in Post-Soviet Yaroslavl, published in 1995.
LILIA SHEVTSOVA is a Senior Associate at the Carnegie Endowment for International Peace. Previously she was Deputy Director of the Institute of International Economic and Political Studies in Moscow and in 199495 she was a visiting fellow at the Woodrow Wilson Center. Dr. Shevtsova has published a wide range of articles in newspapers such as Segodnya and Moscow News. Her most recent article in English, on Russias democratic transition, appeared in the Journal of Democracy.
KATHRYN STONER-WEISS is Assistant Professor of Politics and International Affairs at Princeton University. She holds a Ph.D. in political science from Harvard University and recently completed a comprehensive study comparing regional government performance in post-communist Russia. She is currently researching the political and economic aspects of Russian state decentralization in a comparative context.
YURII A. TLKHOMLROV is the Associate Director of the Institute of Legislation and Comparative Law of the Government of the Russian Federation, located in Moscow. He is a senior specialist on the development of legislative institutions in Russia and the author of numerous books and articles dealing with the soviets and with contemporary legislative institutions.
