This book is the result of an international study by leading economists and sociologists from across Europe and North America. The response of the new social economy (primarily voluntary and co-operative sectors) to social exclusion and employability in the context of crises of unemployment and the welfare state is of wide international concern. This book looks specifically at the growth of enterprises and initiatives whose primary aim is the integration of unemployed and disadvantaged people into work. A common framework has been used in each of the country studies, thus allowing an interesting international comparative perspective to be developed. There is considerable interest in how the third sector is changing internationally in response to rapidly changing work and welfare systems. By distilling international experience this book makes an important contribution to debates about new ways of addressing the central issues of unemployment and social exclusion of disadvantaged people in society.

Karl BIRKHLZER is a Doctor, social scientist and member of the scientific staff of the Berlin University of Technology (Institute for Vocational Training, University Education and Further Training Research). Since 1985 he has headed the Interdisciplinary Research Group (IFG) on Local Economy at the same University. Since 1994 he has been Chairman of the European Network for Economic Self-Help and Local Development. He has also participated in numerous transnational projects and publications on local economic strategies, social economy and third sector, social enterprises and local social capital. His recent articles are: Local economic development: a European-wide movement towards more economic democracy and social justice, in Local Economy 1 (1999); A philosophical rationale for the promotion of local economic initiatives: development dilemmas in Berlin and the eastern part of Germany, in Community Economic Development: Rhetoric or reality?, Twelvetrees (ed.) (1999); The Contribution of Social Enterprises to Community Economic Development. Country reports from Britain, Germany, France, Italy, Sweden and Spain (1997); Intermediate labour market initiatives in Germany, in Local Economy 2 (with G. Lorenz, 1997); Social Enterprises and New Employment in Europe (with G. Lorenz, 1998).
Carlo BORZAGA is Associate Professor of Comparative Economic Systems in Financial and Political Economy, Labour Economics and Co-operative Firm Economics at the Faculty of Economics. He is also President of the Istituto Sviluppo Aziende Nonprofit (ISSAN) at the University of Trento. He is researching the economic role of non-profit organisations with particular reference to social enterprises and their employment potential. He has participated and co-ordinated numerous research projects for the European Community, the Italian Government and local authorities. He has served on many scientific committees of journals, institutional and public bodies. He is also the author and collaborator of a number of Italian and international books and publications. Some of the most recent include: The Multi-stakeholders versus the Nonprofit Organisation (1997); Social Enterprises and New Employment in Europe (1998); Insertion et nouvelle conomie sociale (1998).
Jacques DEFOURNY is Professor of Economics at the University of Liege where he also acts as a director of the Centre dconomie Sociale. He holds a PhD in Economics and a Masters degree in Public Administration. His main fields of interest include quantitative and conceptual approaches of the third sector as well as the economic analysis of co-operative, mutual and non-profit organisations. He worked as a co-ordinator of several international research projects and presently coordinates the European EMES Network (on the emergence of social enterprises) as well as an ILO international research project on social economy in developing countries. In addition to many articles in various journals, he has published several books including Dmocratie cooprative et efficacit conomique (1990), conomie Sociale The Third Sector (with J.-L. Monzon, eds, 1992), Vie associative et fonctions collectives (with M.-J. Laloi, eds, 1992), Dvelopper lentreprise sociale (ed., 1994), Avec quelle croissance devonsnous apprendre vivre? (with J.-Ch. Jacquemin, eds, 1996), Insertion et nouvelle conomie sociale (with L. Favreau and J.-L. Laville, eds, 1998) and Lconomie sociale au Nord et au Sud (with P. Develtere and B. Fonteneau, eds, 1999).
Danile DEMOUSTIER is a Professor at the Institut dtudes Politiques of Grenoble in the Economics group. She is responsible for the Politics and Social Economy section of the second cycle degree as well as for the Activities development Policy and Social Economy Enterprises for the third cycle Degree. She is also in charge of the Socio-Economic Associative and Co-operative Team (SCACT/ESSEAC), within which she develops researches on the socio-economic logic and these of Social Economy, and on the economic activity of associations, in relation with the different movements. On the top of several articles, she has published several papers on the production co-operatives. Her research is at present centered on employment in Social Economy in France and in Europe.
Bernard EME is assistant Professor at the Institut dtudes Politiques in Paris and researcher at the CRIDA in Paris. The subject of his research is mainly the transformation of economic relations through social economy instruments.
Louis FAVREAU is Professor of Sociology and Social Work at the University of Qubec (Hull) Canada, where he has the Chair of Research on Community Development. He is been a researcher for the last ten years at CRISES (Research Centre on Social Innovations within the Social Economy), leads the Team for conomie Sociale. He is also Chief Editor of the review conomie et solidarits (journal for CIRIEC-Canada). His research is mainly on the new social movements, the new social economy and community economic development. He has published several books including:
