This book is dedicated to the memory of Monika Hannelore Sloan, my beautiful wife and love of my life since 1973 when we first met in Vienna, Austria. Monika passed away during drafting of the manuscript for this book. She was not only my muse and companion for all those years but also the first one to review and suggest editorial changes for most of my drafts. The love we shared was our own transatlantic bargain. Monika was a sincere, independent, loving, sensitive soul whom I will love forever, as I always promised. Rest in peace, my sweet princess.

In December 2020, I was honored when Anthony Mason invited me to submit a book proposal for De Gruyter Publishers new Disruptions series. I had no idea then what the coming months would hold. My wife Monika was diagnosed with terminal cancer in February 2021, and I spent the next five months as her caregiver. Monika had been my first reviewer and editor for decades. She insisted I continue with work on this book.
I could not have completed this book without the stellar support of two Middlebury College students who volunteered to serve as research assistants for the project. Ideal Dowling, my former student since taking my Winter Term course on Euro-Atlantic Relations in January 2019, previously served as my research assistant for Defense of the West: Transatlantic Security from Truman to Trump (2020: Manchester University Press). Ideal was essential to the timely completion of the manuscript and immensely helpful in the publishing process. Joely Virzi was a student in my virtual Euro-Atlantic Relations course in January 2021.
